CONTRACT  2024-020

INVITATION TO TENDER

Sealed Tenders, plainly marked on the envelope “Tender for MCLOUGHLIN POINT WATEWATER TREATMENT PLANT DIRTY BACKWASH TANK GRANULAR MEDIA REMOVAL AND DISPOSAL, CONTRACT 2024-020 will be received by Shar McCreesh, Purchaser, Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway, Victoria, British Columbia, V9B 1H7 up to 2:00PM local time on January 14, 2025, at which time they will be opened “in private”.

The Work to be performed under this Contract generally include, but is not limited to, the following:

The removal and disposal of granular media from the Dirty Backwash Tank at McLoughin Point Wastwater Treatment Plant (MPWWTP)

The CRD has requested a treatment facility (Secondary Treatment) bypass from the Ministry of Environment to facilitate this cleaning activity.  The work schedule to be coordinated with the successful Tenderer must align with the schedule for the treatment facility bypass as approved by the Ministry of Environnent.  Time is of the essence to compete this scope of work and proposals for twenty-four hour work schedules will be encouraged and accommodated by the CRD to complete this work as expediently as possible.  It is anticipated that the scheduled bypass as approved by the Ministry of Environment may be as early as March 2025, however this has yet to be confirmed, and Tenderers must be prepared to adjust their work schedule and to perform the Work within the time frame approved by the Ministry

Proponents may be awarded follow-on work without a competition.

Digital copies may be downloaded for no cost from www.crd.bc.ca/about/contracts-rfps/ after registering as a vendor and at www.bcbid.gov.bc.ca without registration.  Vendors are encouraged to check BC Bid regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to interruptions.

The lowest or any tender will not necessarily be accepted.

A non-mandatory pre-tender site meeting will be held at McLoughlin Wastewater Treatment Plant at 337 Victoria View Road, Victoria BC on December 18, 2024 at 10:00am.  A second non-mandatory pre-tender site meeting for general contractors will be held on December 18, 2024 at 2:30pm via Microsoft Teams.  Please contact PurchasingIWS@crd.bc.ca to RSVP for the virtual meeting and receive a Microsoft Teams meeting invitation line.  In the RSVP, Contractor to confirm the email address(es) you want to receive the meeting invitation link.
Tenderers are recommended to visit the site to ensure that they have satisfied themselves of everything and of every condition that could affect the execution of the work.  Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.
