The City of Tega Cay reserves the right without prejudice to reject, in whole or in part, any and
all bids received, to waive any technicalities, or to award bids in a manner determined to serve
the best interest of the City. Such rejection or waiver shall be accomplished in any manner
necessary to serve the best interest of the City. It also reserves the right to be the sole judge of
the responsiveness and responsibility of any and all bids for use by the City.
The City of Tega Cay reserves the right to reject or otherwise disregard, in whole or in part, any
ambiguous bids or bids which are uncertain as to terms, delivery, quantity, or compliance with
specifications.
BID PURPOSE AND DESCRIPTION
The City of Tega Cay is seeking bids from qualified manufacturers and vendors for the supply
and delivery of emergency bypass pumping equipment for use within the City's wastewater
collection system. Proposer must submit two (2) sealed hard copies of their proposal. Proposals
must be received at the City of Tega Cay administrative office located at 7725 Tega Cay Drive,
Tega Cay, SC 29708 by 2:00 PM on Tuesday, August 25th, 2026. Qualifications received after
this date and time shall be returned unopened.
The bypass pumping equipment will be used to support wastewater operations during pump
failures, mechanical breakdowns, planned maintenance activities, rehabilitation projects, and
power outages. The intent of this procurement is to provide the City with reliable equipment
capable of maintaining wastewater service and reducing the potential for sanitary sewer
overflows during these events.

Bids shall be submitted in accordance with the requirements and specifications contained in this
Request for Bids (RFB). The City seeks to obtain equipment that meets the operational and
performance standards outlined herein.
This solicitation is intended to provide an open and competitive procurement process. No
specific manufacturer, brand, or model is required. Manufacturers and vendors offering
equipment that meets or exceeds the specifications contained in this RFB are encouraged to
submit a bid for consideration.
The successful bidder shall provide all equipment, accessories, documentation, and related
materials necessary to furnish one complete bypass pump package in accordance with the
requirements of this RFB.
SCOPE OF SERVICES
The successful bidder shall furnish all labor, materials, equipment, documentation, training,
commissioning, and related services necessary to provide the bypass pump package in
accordance with the requirements and specifications set forth herein.
The successful bidder shall deliver, unload, place and position the bypass pump on the prepared
concrete pad at the location designated by the City. The City will be responsible for all
remaining installation, including piping, valves, fittings, electrical connections, controls, and
final system integration.
The bypass pumping equipment shall be designed and manufactured for emergency municipal
wastewater applications and shall be capable of reliable operation under conditions including,
but not limited to, the following:
Wastewater pump station failures;
Mechanical or electrical equipment malfunctions;
Planned maintenance, repair, and rehabilitation activities;
Power outages and other utility service interruptions; and
Temporary bypass operations necessary to maintain continuous wastewater collection
and conveyance system operations.
All equipment furnished under this solicitation shall be new, unused, and of current production
design. Demonstration units, refurbished equipment, remanufactured components, or previously
installed equipment shall not be acceptable. The equipment shall be the manufacturer's latest
standard model meeting the specified operational and performance requirements.
TECHNICAL SPECIFICATIONS
The bypass pump system furnished under this solicitation shall meet or exceed the following
minimum requirements.

A. Hydraulic Performance
1. Bypass pump system shall be capable of delivering a minimum of 1,500 gallons per
minute (GPM) at a Total Dynamic Head (TDH) of 106 feet while operating with a
maximum static suction lift of 20 feet.
2. Bidders shall submit certified pump performance curves demonstrating that the proposed
pump meets the required flow, TDH, and suction-lift conditions.
3. Pump shall be designed for municipal wastewater service and shall be capable of
handling solids and debris commonly encountered in wastewater collection systems.
4. Pump shall be capable of operating dry during the automatic priming cycle and during
temporary loss-of-prime conditions without damage to the pump, mechanical seal,
bearings, or other internal components.
B. Pump Construction
1. Pump casing shall be constructed of cast iron.
2. Impeller shall be of a non-clog design suitable for municipal wastewater service.
3. Pump shall be capable of passing a minimum 3-inch spherical solid.
4. Mechanical seal shall be oil-lubricated.
5. Pump shall be designed for continuous pumping of raw municipal wastewater without
clogging or excessive wear.
6. Pump shall be capable of passing wipes, rags, and other stringy and fibrous materials
commonly encountered in municipal wastewater collection systems while maintaining
reliable operation.
C. Engine Requirements
1. Engine shall be liquid cooled.
2. Engine shall comply with applicable EPA Tier 4 Final emissions requirements.
3. Engine shall be capable of continuous operation at the specified duty point.
4. Engine shall have automatic shutdown protection for:
High coolant temperature;
Low oil pressure; and
Overspeed.
5. Engine shall be equipped with 12- or 24-volt electric starting system.
6. Battery shall be maintenance-free.
D. Suction and Discharge Connections
1. Pump shall be furnished with suction and discharge connections suitable for the proposed
pump and capable of meeting the specified hydraulic performance requirements.
2. Connections shall be compatible with standard municipal bypass pumping equipment and
accessories.
3. The successful bidder shall provide all manufacturer-standard flanges, adapters, gaskets,
and connection hardware necessary to connect the pump’s suction and discharge
openings to the City’s piping system. The City will provide and install all remaining
piping, valves, fittings, reducers, couplings, and related installation materials.

E. Fuel System
1. Pump units shall be powered by diesel engines.
2. Fuel tank capacity shall provide a minimum continuous operating duration of 24 hours
when operating at full load conditions.
3. Fuel systems shall comply with all applicable federal, state, and local environmental and
safety regulations.
4. Fuel tank shall include a lockable fuel fill cap and an externally visible fuel level gauge.
F. Enclosure Requirements
Pump package shall be provided with a protective enclosure incorporating the following features:
Sound-attenuated construction designed to minimize operating noise;
Weather-resistant construction suitable for outdoor use;
Access panels or doors to facilitate routine inspection and maintenance activities.
G. Float Control System
1. Pump system shall include an independent float control system capable of the following
functions:
Automatic pump start;
Automatic pump shutdown;
Adjustable operating set points;
Reliable operation during unattended service conditions.
2. Float system requirements shall include:
Minimum quantity: 2 floats;
Float cable lengths appropriate for the intended installation;
Corrosion-resistant materials suitable for wastewater applications.
H. Automatic Operation
Bypass pumping equipment shall provide the following operational capabilities:
Automatic start functionality;
Automatic shutdown functionality;
Manual override controls;
Automatic restart upon restoration of normal operating conditions.
I. Base Frame and Fuel Tank Assembly
1. Pump assemblies shall be mounted on a heavy-duty structural base incorporating an
integrated diesel fuel tank suitable for transportation and field deployment.
2. Base frame shall provide structural support for the pump, engine, and accessories while
serving as the fuel reservoir.
3. Assembly shall incorporate lifting provisions designed to permit safe loading, unloading,
and positioning of the equipment.
4. Integrated fuel tank shall be constructed of welded steel, sized to provide the minimum
runtime specified herein, and listed or labeled in accordance with UL 142 or an equivalent
nationally recognized standard applicable to aboveground steel fuel tanks.

5. Base shall include provisions for fuel filling, fuel level indication, fuel drainage, and
containment of incidental fuel spills.
J. Priming System
1. Pump shall be equipped with an automatic priming system.
2. Priming system shall automatically re-prime following a temporary loss of prime without
requiring manual intervention.
K. Control Panel Requirements
Control panel shall include, at a minimum, the following features:
Engine start/stop controls;
Engine hour meter;
Fuel level indication;
Pump operating status indicators;
System fault indicators;
Emergency stop push button;
Battery charging system;
Battery voltage meter;
Engine RPM display;
Auto/Off/Manual selector switch.
L. Alarm and Notification Features
Equipment shall provide visual and audible alarm indication for the following conditions:
Low fuel level;
Engine failure;
High engine temperature;
Low oil pressure;
Pump failure;
Loss of prime;
Overspeed;
Low coolant level;
Battery charging failure.
M. Remote Monitoring (Optional)
Bidders shall identify available options and associated costs for:
Remote monitoring;
Remote alarm notification;
Operating status reporting;
Integration with existing supervisory control and data acquisition (SCADA) systems;
Any recurring cellular, software licensing, or monitoring subscription fees.
N. Materials and Corrosion Protection
Bypass pump assembly shall be designed for long-term outdoor municipal wastewater service.
