1. OVERVIEW:

1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing &

Contracting (hereinafter the “State”) is seeking to establish contracts with one or more companies that

can provide composting toilet systems, components and services.

1.1.1.ADDITIONAL PURCHASERS: In the Certificate of Compliance attached to this solicitation bidders

are required to indicate whether political subdivisions and independent colleges of the State may

participate in the awarded contract at the same prices, terms and conditions.

1.2. CONTRACT PERIOD: Any contract(s) arising from this solicitation will be for a period of 5 years with

consideration for annual price adjustments after the initial two-year term. The State anticipates the

start date for such contract(s) will be October 5, 2026.

1.3. SINGLE POINT OF CONTACT: All communications concerning this solicitation are to be addressed in

writing to the State Contact listed on the front page of this solicitation. Actual or attempted contact with

any other individual from the State concerning this solicitation is strictly prohibited and may result in

disqualification.

1.4. BIDDERS’ CONFERENCE: A bidders’ conference will not be held.

1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this solicitation

or wishing to comment on any requirement of the solicitation must submit specific questions in writing no

later than the deadline for question indicated on the first page of this solicitation. Questions may be e-

mailed to the point of contact on the front page of this solicitation. Questions or comments not raised in

writing on or before the last day of the question period are thereafter waived. At the close of the question

period a copy of all questions or comments and the State's responses will be posted on the State’s web

site http://bgs.vermont.gov/purchasing/bids. Every effort will be made to post this information as soon as

possible after the question period ends, contingent on the number and complexity of the questions. All

information provided by vendors during this process will be public and bidders shall not provide

confidential information, except as described in 5.1 below.

1.6. CHANGES TO THIS SOLICITATION: Any modifications to this solicitation will be made in writing by the

State through the issuance of an Addendum to this solicitation and posted online at

http://www.bgs.state.vt.us/pca/bids/bids.php . Modifications from any other source are not to be

considered.

1.7. CONTRACT QUANTITY: Any quantities stated in the detailed requirements of this solicitation are

estimates only based on prior usage, and are annual quantities, unless otherwise stated. Actual

purchases may be higher or lower depending on the State’s needs.

2. DETAILED REQUIREMENTS:

The State of Vermont seeks to establish contracts with one or more companies capable of providing

composting toilet systems, components, and related services. Vendors may propose to provide systems and

components for installation by State personnel, provide complete installation services performed by the vendor,

or provide both options. The resulting contract(s) shall also include provisions for operation and maintenance

services, training of State personnel in the operation and maintenance of the equipment and systems, and on-

call emergency service as required.

2.1. Background

The State of Vermont provides visitor sanitary facilities at multiple locations throughout the State.

To ensure these facilities are safe, functional, and suitable for public use, they must be:

• Sanitary and easy to maintain

• Attractive and accessible

• Reliable and environmentally compliant.

Many locations statewide, especially in outdoor recreational areas, lack suitable soil or water

supply for water borne disposal of human waste. As a result, the sanitary facilities are generally

limited to the following types:

• Vault toilet systems

• Portable toilet systems

• Composting toilet systems.

2.2. PROGRAM GOALS

To ensure the successful installation and operation of composting facilities, the following goals

shall be met:

• Installation of equipment with a proven track record of managing and breaking down human

waste in the Vermont setting.

• Equipment designed with facilities which operate as a permitted “system” of waste

management and disposal in accordance with the most current Vermont Department of

Environmental Conservation, Environmental Protection Rules. Administrative Procedures –

• Facilities which appear to the average user as similar if not identical to a more traditional or

standard facility.

• Equipment and systems maintained and serviced appropriately by trained staff backed up

by experts upon request.

2.3. CRITERIA - Vendors must meet and provide the following.

Qualifications:

• Vendors of composting human waste treatment systems and equipment must have at

least ten (10) years’ experience providing said human waste composting equipment

and systems.

• Vendors of composting human waste treatment systems and equipment must list at

least five (5) systems that have been installed by your company, and used in the State

of Vermont for at least five (5) years continuously to date.

• Vendors must be able to provide human waste composting system design, engineering,

and permitting assistance.

• Vendor’s service providers must have a minimum of five (5) years experience

maintaining composting human waste treatment systems.

• Vendor’s service and maintenance providers of composting human waste systems and

equipment must be trained and certified by the manufacturer to service and maintain

said manufacturer’s systems.

• Vendor’s service providers must have experience operating a human waste composting

system at a facility that is being overused at a rate of twice its designed annual

capacity.

• Vendor’s service and maintenance providers must have five (5) years experience and

training servicing Nepon foam-flush toilets or similar fixtures.

2.4. Equipment Requirements:

• All human waste composting systems must have National Sanitation Foundation (NSF)

Standard 41 Certification, and all systems must be listed with NSF under Standard 41.

• Composting systems and equipment must be maintained in accordance with

manufacturer’s specifications.

• Composting systems must be designed to retain solid waste for no less than two (2)

years. No solids shall be removed during the first two (2) years of operation in

accordance with NSF Standard 41.

2.5. Scope of Services

• Maintenance providers must provide 24-hour service in the event of a malfunction.

• Service and maintenance providers must be responsible for all supplies necessary for

the proper operation of the composting human waste treatment systems (wood planer

shavings, compost enhancer enzymes specially formulated for each brand system,

compressed coconut fiber blocks, and odor controlling enzymes).

• Service and maintenance providers are responsible for proper aeration of the

composting mass, adjustment of the moisture content of the composting mass,

cleaning of freshwater moistening delivery system, adjustment of all automated

systems, addition of bulking material, addition of compost enhancer enzymes, addition

of compressed coconut fiber blocks, addition of specially formulated odor controlling

enzymes, removal of all non-biodegradable objects (shall be properly bagged for

disposal in State owned receptacles), inspection of all waterless toilet and urinal

fixtures for proper operation, maintenance of a safe working environment.

• Service and maintenance providers are responsible for monitoring and documenting

the liquid end product levels from the human waste composting systems.

• Service and maintenance providers are responsible for monitoring and documenting

the solid by-product levels in the human waste composting systems.

• Service and maintenance providers are responsible for minimizing the amount of down

time of the system during an equipment failure. A minimum of at least one of each of

the mechanical/electrical components that are incorporated in the human waste

composting system must be kept in stock while facility is within the operating season.

(specific pumps, solenoid valves, check valves, ventilation blowers, relays, spray

nozzles, etc.).

• Service and maintenance providers are responsible for replacement of all faulty system

components in accordance with the composting system manufacturer’s specifications.

• Provider shall immediately notify state point of contact of need for replacement.

• All of the above criteria must be met. – If bidders cannot meet the above criteria,

detail why and how the bidder will meet the need for that type of service.

2.6. REQUESTED COMPOSTING HUMAN WASTE TREATMENT SYSTEMS, COMPONENTS AND

SERVICES PRICING.

Composting Tanks and systems - Delivered FOB Only

• Delivered FOB to road accessible site.

• Site must be accessible by indicated minimum length flatbed trailer; if not feasible then

additional charges may apply and be determined on a case-by-case basis.

• Installation and permitting not included.

• System start-up and operation training included.

• Will be performed after installation by others.

• Feasibility analysis and site visit included.

Composting Tanks and systems - Delivered and Installed

• Site must be accessible by indicated minimum length flatbed trailer; if not feasible then

additional charges may apply and be determined on a case-by-case basis.

• Delivered and installed at a road accessible site

• Feasibility analysis and site visit included.

• Includes all normal hardware and miscellaneous materials (ballast, levelling stone, vent

piping).

• Permitting by others.

• Includes rough grading of disturbed areas.

Assumptions:

• Reasonably flat site

• Solid rock excavation not included

• Dewatering not included

• Native soils assumed suitable for backfill

• Access by others

• Mainland Installations only.

Island installations will incur additional transport and assembly charge.

Delivery of Fixtures and components – at destination

• Shipped or delivered to State Destination

• For large items FOB – delivery scheduling and coordination is required

• Small items delivered to door or dock

Service and Maintenance:

• Including all routine supplies described above

• Regular onsite servicing as detailed above

• Refuse disposal shall be by the state

• Periodic or seasonal inspections (provide details)

• Training (provide details)

• Up to 20 attendees

• State will provide venue

2.7. Emergency Service:

• In the event of the need for emergency service, Contractors must respond to site within 36

hours of request by the State.

2.8. DELIVERY AND SERVICE ZONES

• For pricing the State of Vermont is divided into the following Geographic Regions. The map at

the following link details towns, county lines highways and parcel location of the recreational

lands managed by the State of Vermont and therefore most likely to host composting toilet

facilities.

• The inventory includes approximately 6 buildings across 5 locations, with 10 multi-user

composting units and 7 trailhead units at 4 locations.
