REQUEST FOR QUALIFICATIONS
ON-CALL AIRPORT ENGINEERING, ENVIRONMENTAL, PLANNING, & FINANCIAL CONSULTING SERVICES
SUMMARY
The City of Marina (City) is hereby inviting Statements of Qualifications with a description of
qualifications and rates from qualified Consultants to provide on-call Airport Engineering, Financial
Consulting, and/or Planning/Environmental Services at the Marina Municipal Airport. The contract will
be for a period of 3 years effective when the agreement is fully executed by the Consultant and the City
and shall remain effective through June 30, 2029, with the option to renew the agreement for up to three
additional one-year terms.
BACKGROUND
The Marina Municipal Airport is the newest general aviation airport on the Monterey Peninsula. It is
located approximately one mile north of downtown and consists of approximately 845 acres of property.
It began as the early Marina Airfield supporting the 1915 Pan-Pacific International Exposition and the
first terminus for the U.S. Trans-Continental Air Mail Service, with the first scheduled mail plane
landing in September 1920. The airport later served as Fritzsche Army Airfield, a U.S. Army base,
before being converted to public use in 1995 after Fort Ord's closure, becoming a hub for general aviation
and innovative aerospace development.
The Airport is dedicated to general aviation, business, light industry, and recreation, and is collaborating
with the University of California MBEST Center to create a dynamic economic development growth
center for the peninsula region.

SUBMISSION OF STATEMENTS OF QUALIFICATIONS
Statements of Qualifications (SOQs) are due by: 2:00 p.m., Monday, September 21, 2026. All
Statements of Qualifications (SOQs) shall be submitted electronically in PDF format by email to
bids@cityofmarina.org with a copy to Lisandro Salazar at lsalazar@cityofmarina.org. Include the RFQ
title and the Consultant's name in the email subject line
MINIMUM QUALIFICATIONS
In order to qualify for selection, the Consultant must meet the following minimum requirements:
1) Must be able to perform the work as described in Scope of Work.
2) Must be experienced in performing similar services required by the Agreement for Professional
Services (Attachment 1).
3) Must have sufficient, experienced personnel and equipment to perform all the work
required by the Agreement for Professional Services.
4) Must have a proven track record of having provided Airport Engineering, Financial Consulting,
and/or Planning/Environmental professional services for three (3) or more cities and/or communities
over the past three (3) years.

STATEMENT OF QUALIFICATIONS REQUIREMENTS
The Statement of Qualifications (SOQ) must include:
Cover Letter - Provide a one (1) page cover letter identifying the Service Area and name of firm. The
letter must also include the following:
a. Whether the firm has an office in the City of Marina;
b. Whether a majority of the work will be performed locally;
c. The name of a local or regional office representative who can legally execute agreements and
amendments with the City of Marina.
d. The Cover Letter must be signed by an officer empowered by the Consultant to sign such material
and thereby commit the Consultant to the obligations contained in the RFQ response. Further, the
signing and submission of the Statement of Qualifications shall indicate the Consultant's intention
to comply with the provisions of this RFQ and to enter into an agreement with the City if selected.
Interested Services – Consultant shall identify each service category for which it is submitting
qualifications.
Firm’s Qualifications – Describe the firm and provide a statement of the firm's qualifications for
performing requested consulting services. Identify the services which would be completed by your firm's
staff and those that would be provided by sub-consultants, if any. Identify any sub-consultants you
propose to utilize to supplement your firm’s staff. Include the Firm’s Organization Chart, including its
constituent parts, and size variation of staffing levels in the past five years.
Experience and References – Provide a summary of the firm’s experience in providing these or similar
services. Provide a minimum of three references for related projects or service agreements, including
dates, contact person and phone number, and a brief description of the project or agreement. Public
sector references are preferred.
Qualifications of Team – Provide a brief summary of the qualifications and experience of each team
member assigned to this project, including length of service with the firm and résumé, and the
qualifications/experience of any sub consultant staff on your project team. Include an organization chart
of the staff available for project and the designated project manager/lead for each applicable category.
Project Plan – Provide a detailed discussion of your firm’s approach to the successful implementation
of these projects. Include thorough discussions of methodologies you believe are essential to
accomplishing this project. Include a proposed work schedule to accomplish all of the required tasks
within the desired timeline. Identify the staff who would be assigned to each task, including
subconsultants.
Agreement – The successful Consultant will be required to adhere to the provisions, terms, and
conditions of the attached sample Agreement for Professional Services
Objections to any provisions must be identified in the Statement of Qualifications (SOQ). Any
exceptions or changes to the Agreement for Professional Services may constitute grounds to reject the
Statement of Qualifications. No response will signify that the Agreement for Professional Services is
acceptable as written.
In accordance with California Labor Code Sections 1770 et seq., the Contractor shall pay general
prevailing rate of per diem wages to all workers employed under this contract.
