This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 5.2 – Synopsis of Proposed Contract Actions, FAR part 6.3 - Other Than Full and Open Competition (BRAND NAME JUSTIFICATION) and FAR part 13/13.5, Simplified Acquisition Procedures, with additional information included in this synopsis. This solicitation is issued as a Request for Quotes (RFQ).
The Library of Congress (Library) requires the procurement of the replacement of the existing 25-year-old Simon Yorke turntables for new upgraded turntables. The Technics SP10R turntable system has been identified as uniquely capable of fulfilling the archival requirements of the Audio Lab. This would encompass the procurement of Technics (Panasonic) SP10R turntables, Tonearms, and custom plinths. In addition, the work includes warranties.
The Government will award a contract resulting from this solicitation to the responsible offeror that provides a technically acceptable proposal at the lowest price. The Library will evaluate the technical acceptability of goods and services for conformity with the specifications and requirements identified in this solicitation.
This combined synopsis/solicitation accomplishes the following:
As a result of this combined synopsis/solicitation, this shall be the only notice issued. A separate award notice and a separate BNJ posting shall not be performed, as all public information is being accomplished via this public notice.

No further notices shall be pursued at this time in regard to this contracting action. The Library of Congress is not accepting third party proposals at this time.
