KEXX Davidson County Executive Airport is soliciting Statements of Qualifications from experienced Construction Manager at Risk (CM@R) firms to provide preconstruction and construction phase services for the development of the Fly High Lexington — Davidson County FBO Facility Project.

This Request for Qualifications (RFQ) seeks qualified firms to submit statements of qualifications with the intention of providing CM services for the duration of the project up to, and pending successful negotiation of a Guaranteed Maximum Price, including construction phase services.

Construction management services for the project will begin immediately following execution of the AIA A133 Standard Form of Agreement Between Owner and Construction Manager as Constructor. Individual firms or teams desiring to be considered should submit a statement of qualifications indicating interest, relevant experience, and the ability to start work immediately.

KEXX Davidson County Executive Airport is soliciting Statements of Qualifications from experienced Construction
Manager at Risk (CM@R) firms to provide preconstruction and construction phase services for the development of
the Fly High Lexington — Davidson County FBO Facility Project.
This Request for Qualifications (RFQ) seeks qualified firms to submit statements of qualifications with the intention
of providing CM services for the duration of the project up to, and pending successful negotiation of a Guaranteed
Maximum Price, including construction phase services.
Construction management services for the project will begin immediately following execution of the AIA A133

1.1 Justification for CM at Risk Procurement Method
The Owner's staff has determined that it is in the best interests of KEXX Davidson County Executive Airport to
procure the proposed renovation project construction work utilizing a Construction Management at Risk contract,
because of the following benefits:
Improved / shortened schedule that results in cost savings
Improved / shortened schedule that results in a shorter period of inconvenience for KEXX Davidson
County Executive Airport
Improved quality due to collaboration between the architect, construction manager, and Owner
Reduction of costly, time-consuming change orders
A better planned and coordinated project, with team members working together to achieve the project
goals
COMPETITION INTENDED
It is the Owner's intent that this RFQ and subsequent process will permit fair competition. It is the Offeror's
responsibility to advise the Owner in writing if any language, requirement, specification, or combination thereof
inadvertently restricts or limits the requirements stated in this RFQ to a single source, or otherwise restricts
competition.
All comments, questions, or requests for clarification, including any notification regarding restrictions to
competition, must be received by the Owner no later than seven (7) days prior to the Qualifications deadline.
Offerors may not rely on any oral explanations, clarifications, or changes to the solicitation — all explanations,
clarifications, or changes will be issued in written form as detailed below. KEXX Davidson County Executive Airport
will not be bound by any oral statements.
All inquiries and any changes to the requirements of this solicitation shall be answered by issuance of written
addenda. It is the responsibility of the Offeror to acknowledge all addenda by signing and returning a copy with the
qualifications submission, or by separate written acknowledgement of each addendum by number and date.

SECTION 02
Project Description
The project consists of the construction of a new Fixed Base Operator (FBO) facility and renovation of an existing
airport facility located at Davidson County Executive Airport in Lexington, North Carolina.
2.1 New FBO Terminal Building
Construction of a new, approximately 9,607-square-foot, steel-framed single-story facility including:
General administrative offices
Executive offices
Passenger lobby
Public restrooms
Staff break room and kitchen facilities
Conference and meeting spaces
Relocated flight line operations functions
Supporting mechanical, electrical, plumbing, and technology systems
2.2 Existing Building Renovation
Renovation of approximately 3,800 square feet of the existing wood-framed facility including:
Architectural renovations
Roof framing modifications
Building exterior enhancements
Systems upgrades
Contemporary design improvements matching the new terminal facility
2.3 Site Development
Approximately 1.5 acres of disturbed area, including:
New entrance drive
Fuel delivery route / service road
Passenger parking areas
