This Request for Proposals (RFP) has been prepared by Washington County to seek collection services for mixed solid waste (MSW) and/or recyclables and recyclables processing.

The initial term of the resulting contract will be for the period of January 1, 2027, through December 31, 2029. The contract may auto-renew for up to two (2) additional one-year terms with written consent of both parties unless notice of termination is given.  Solicitation process will occur approximately every five years.

1. Introduction
This Request for Proposals (RFP) has been prepared by Washington County to seek collection services for
mixed solid waste (MSW) and/or recyclables and recyclables processing.
The initial term of the resulting contract will be for the period of January 1, 2027, through December 31,
2029. The contract may auto-renew for up to two (2) additional one-year terms with written consent of both
parties unless notice of termination is given. Solicitation process will occur approximately every five years.
1.1. Background Information
Single-sort recycling, mixed fiber recycling, and MSW collection services for the North Environmental Center
(NEC) and South Environmental Center (SEC) are currently provided under a contract that will expire on
December 31, 2026. This contract also includes the collection of single-stream scrap metal and aluminum for
recycling at the NEC and SEC.
Additional contracted services include MSW and mixed fiber collection and processing from one-day
collection events, as well as MSW, mixed recycling, and scrap metal services for tax-forfeited properties
within the County.
The table below summarizes the various waste streams managed and the estimated number of pulls that
will be required per year.
