The Correctional Service Canada requires professional services to conduct flow testing and maintenance of SCBA units.

This requirement is for: The Correctional Service of Canada, Atlantic Region, Atlantic Institution, Dorchester Penitentiary, Nova Institution and Springhill Institution.

Trade agreement:        Canadian Free Trade Agreement (CFTA).

This solicitation is open only to Canadian suppliers and to Suppliers of an applicable trading partner.

Competitive Procurement Strategy: Lowest priced compliant bid.

Set-aside under the Procurement Strategy for Indigenous Business:

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service Canada requires professional services to conduct flow testing and maintenance of self-contained breathing apparatus (SCBA) units. The work will involve inspection, testing, and reporting

Objectives:

To conduct annual flow testing and inspection of SCBA units at designated correctional facilities, ensuring compliance with manufacturer requirements and safety regulations.

Tasks:

The Contractor must perform the following tasks:

-        Conduct annual flow testing of all SCBA units.

-        Perform visual inspections of components including facepiece, back frame and harness, low pressure warning, hoses, power module, heads-up display (HUD), control module, analog and digital gauges and all other applicable components as per manufacturer requirements.

-        Provide functional tests on facepiece (leak test), exhalation valve, pressure gauge (digital and analogue), alarm accuracy, alarm ring down, static facepiece pressure, static fire stage pressure, first stage pressure change, bypass test, high pressure leakage as per manufacturer’s requirements.

-        Provide HUD test on heads-up display for accuracy at ¼, ½, ¾ pressure(s) as per manufacturer’s requirements.

-        Inspect HUD battery cradle and power module battery cradle and replace with approved batteries.

-        The Project Authority may request, in writing, that the contractor perform overhauls for specific SCBAs

-        Annual Flow testing services for all SCBA units at the following institutions

The contractor must ensure that a qualifies person as per the manufacturer’s recommendation performs all work.

All replacement parts the contractor must provide must be new and sourced directly from the original equipment manufacturer (OEM).

Deliverables:

The Contractor must provide the following deliverables:

-        Flow Test Result/Inspection Record Sheet for each SCBA unit and respirator tested, formatted according to manufacturer standards.

-        Electronic copies of all records sent to respective sites and to GEN-ATLRHQTechServ@csc-scc.gc.ca

-        Maintenance and repair activity reports in PDF format.

Any conditions for participation of suppliers not specified in solicitation documentation: none.

Period of the Contract: The Work is to be performed during the period of Contract Award Date to November 30th, 2026, with the option to renew for four (4) additional one-year periods.
