Architectural & Engineering Design Services for

Bicentennial Elementary School Roof Replacement

The City of Nashua, NH Joint Special School Building Committee (JSSBC) is interested in

procuring architectural and engineering design services to replace the entire roofing system

at Bicentennial Elementary School. Depending on funding there may be additional school

roofs to replace in the coming years.

I. Background Information

The Nashua Public School District (NSD) consists of approximately 10,000 students

enrolled in grades K-12. Facilities include 12 Elementary Schools, three Middle Schools,

two comprehensive Senior High Schools and a Pre-School and HS Special Needs

alternative school. All 18 schools are accredited by the New England Association of

Schools and Colleges, and fully approved by the New Hampshire State Department of

Education. The JSSBC oversees all large construction/renovation projects to the public

schools.

The Bicentennial Elementary School roof was installed circa 1996 during the school’s last

renovation project. It is a Carlisle EPDM roof membrane and is ballasted. The school is

approximately 65,000 square feet and predominately single story. Our desire is to release

construction drawings to prospective roofing contractors by early January 2027, with a

strong goal of roof replacement work starting as soon as the current school year ends in

June 2027.

An assessment of the roof was conducted by the school district’s roofing consultant, ARM

Consultants in 2024. A copy of that assessment is attached as Appendix B. All

deficiencies labeled “red” or “blue” were subsequently repaired by the school district.

If funds are identified the City will proceed with similar roof replacements at a number of

schools including Fairgrounds Elementary, Ledge Street Elementary, Charlotte Avenue

Elementary and New Searles Elementary (not necessarily in that order). Funding decisions

are typically made in the spring of each year, so re-roofing design work will commence that

summer with a goal of replacement the following summer.

II. Scope of Work

The scope of this project involves architectural/engineering design services related the

installation of new roofing at Bicentennial Elementary School, including study, review and

recommendations, schematic design, design development, final design, bidding, and

contract administration. We desire to replace the roof with a fully adhered EPDM roof and

obtain a 20 year warrantee on the membrane. We also hope to eventually install solar

panels on the roof to help offset electrical utility costs.

Proposals must include all architectural design costs, including all related engineering

expenses. A fee schedule reflective of the proposed contract values and percentages shall

be based on the following phases:

• Schematic Design

• Design Development

• Construction Document

• Bidding & Negotiation

• Construction

Additionally, all fees, anticipated reproduction costs and reimbursable expenses must be

represented within your proposal by category, in the form of a not to exceed allowance per

category.

The City of Nashua will provide its own financing and pay for the design/construction

administrative services in accordance with the provisions outlined in AIA Document B141

(modified), Standard Form of Agreement Between Owner and Architect. It is expected that

your pricing will be carefully done as requests for last minute adjustments will not be

considered and may disqualify your company. Proposals must be guaranteed for ninety

(90) days from the date of receipt.

Architectural/Engineering plans of the school are available for viewing at the Plant

Operations Office at 38 Riverside Street.

The City of Nashua is a member of many municipal associations and consortiums

throughout the United States. If your company is under agreement with the same, the

minimum pricing applies that has been established in the terms and conditions of that

agreement.

III. Proposals

Proposals must include the following information:

1. A statement of the architect/engineering team's understanding of the work to be done.

2. A general profile of the firm, including location of the office from which the work will be

done, type of activities conducted by the firm, and information regarding the date of

incorporation and corporate status.

3. Composition of the design team to include all consulting organizations (e.g.,

Structural).

4. Experience designing school roof replacements, knowledge of school construction

requirements and procedures, and understanding of educational program planning.

5. The names and roles of individuals who will be consulting on this project, and their

education, experience and qualifications. (This information can be presented with

resumes.)

6. The architect/engineer's approach to the design process with the school community,

general community, and Building Committees.

7. Written and/or visual profiles of past and present projects representative of the work

of the firm, particularly in relation to school construction projects, including contract

values and percentage of completion.

8. The name and addresses of clients for whom projects have been conducted in the

past five years (particularly in relation to school construction projects). Include

telephone numbers, email addresses and names of contacts for reference purposes.

9. The individual construction budget total for projects completed in the last five (5)

years, including the variance (positive or negative) between the projected construction

budget and actual bid results, and the number of change orders for each project with

their positive or negative affect on the budget.

10. A certified or authenticated financial statement, dated within six months prior to

the proposal submission. Further verification may be required.

11. A statement regarding any past, present or pending litigation with an owner or

governmental regulatory agency.

12. Such additional information as may be required to demonstrate the respondent

is adequately prepared in technical experience to fulfill the contract.

13. Certificate of architectural design and liability insurance, and a list of any and all

claims filed against the same.

14. Your fees associated with this re-roofing project, including all phases of the design

process, construction administration and reimbursable expenses.

15. The name, address and phone number of the firm and contact person for this

proposal.

16. A signature on the proposal by an authorized individual of the firm.

IV. Selection Process

Prospective Architectural-Engineering firms are invited to participate in the selection

process. Each is expected to prepare a written proposal (2 copies required), to be

submitted to the Owner not later than 2:00 p.m. on Thursday, September 3, 2026

inspection (and thereafter by appointment) by interested parties.

It is expected that the Architect-Engineering Firm will be selected no later than the end of

September 2026.

VI. Form of Agreement

The form of agreement between Owner and Architect shall be AIA Document B141

(modified), Standard Form of Agreement Between Owner and Architect.
