The enclosed INVITATION TO BID (ITB) and accompanying GENERAL INSTRUCTIONS,
CONDITIONS SPECIFICATIONS, are for your convenience in submitting bids for the enclosed
referenced services for the City of Port Arthur.
Bids must be signed by a person having authority to bind the firm in a contract. Bids shall be
placed in a sealed envelope, with the Vendor’s name and address in the upper left-hand corner of
the envelope.

Location is 201 West H. O. Mills Road, Port Arthur
1. Replace current fence
2. 8 ft high with razor wire

6. Approximately 1,800 feet of fence replace
A Non-Mandatory Pre-Bid Conference between Representatives of the City of Port Arthur,
Texas and prospective bidders for Fence Repair at Operation Center will be held at the
Operation located at 201 West H. O. Mills Road, Port Arthur TX on July 23, 2026 at 10:00
a.m. The purpose of the Pre-Bid Conference is to make certain that the scope of work is fully
understood, to answer any questions, to clarify the intent of the Contract Documents, and to
resolve any problems that may affect the project construction. No addendum will be issued at
this meeting, but subsequent thereto, the Purchasing Manager, if necessary, will issue an
addendum(s) to clarify the intent of the Contract Documents
