ABSTRACT
Morrow County Clean Water Consortium (Consortium) is requesting Statements of

municipal water service to approximately 100 homes located in and around the West Glen area.

1. INTRODUCTION AND BACKGROUND
1.1 Introduction
Nitrate pollution in groundwater is a significant concern in the Lower Umatilla Basin
Groundwater Management Area (LUBGWMA), which includes portions of northern Morrow
County and western Umatilla County. Many residences in unincorporated Morrow County rely
on domestic wells that may be affected by elevated nitrate levels. The Morrow County Clean
Water Consortium was formed to support permanent, long-term solutions that provide access to
safe drinking water for affected residences.
1.2 Project Background
The Consortium and the City of Boardman have reviewed the West Glen area and the feasibility
of extending the City of Boardman water distribution system outside city limits to serve
residences in and around the West Glen subdivision. Prior planning, including the Meier
Feasibility Study, identified extension of the City water distribution system as a cost-effective
and sustainable long-term solution for providing potable water to the West Glen area. Updated
project information developed after the feasibility study will be coordinated with the City of
Boardman and the Consortium following notice to proceed.
The Project is anticipated to extend potable water service to approximately 100 homes located
in and around West Glen. Improvements are generally anticipated to include a new water
transmission line along Paul Smith Road and Kunze Road, distribution system piping and
appurtenances, individual water service lines, meters, valves, hydrants and related
appurtenances, a subsurface canal crossing, surface restoration, easement and property-right

support, and GIS updates. For each participating home, the Project shall be designed to
connect public water service all the way to the residence and to cap or disconnect the existing
private well service connection into the home, unless otherwise directed by the Consortium, City
of Boardman, or applicable regulatory requirements.
For purposes of this solicitation, the engineering study and design are expected to plan
connections to all homes within the designated West Glen project area unless otherwise
directed by the Consortium or applicable project partners. A final list of participating or eligible
addresses may be provided later as project coordination advances.
The canal within the project area is part of the West Extension Irrigation District. A specific
subsurface crossing location has not yet been determined, and preliminary crossing or
encroachment coordination has not yet been initiated. The selected consultant will be expected
to evaluate crossing alternatives and coordinate applicable approvals as part of the permitting
scope.
The City of Boardman maintains an existing water system hydraulic model; however, the model
will not be released for consultant use. Development of a full City hydraulic model is not
included in the base scope unless separately authorized in writing. The selected consultant shall
coordinate proposed waterline layouts and design information with the City, and the City will
input the proposed waterlines into its existing model to verify compliance with applicable City
and State standards.
No private wells are anticipated to be decommissioned or abandoned under OAR 690-240 as
part of the base Project. The Project may include capping or disconnecting the existing well
service connection into the home, but decommissioning or abandonment of the private well itself
is excluded unless later authorized in writing.
1.3 Procurement Method
Because this solicitation includes professional engineering and related services, the Consortium
intends to use a qualifications-based selection process consistent with applicable Oregon public
contracting requirements for architectural, engineering, land surveying, and related services.
Statements of Qualifications will be evaluated based on qualifications, relevant experience, key
personnel, project understanding and approach, capacity and availability, references, and past
performance. Pricing will not be scored. Fee schedules and contract terms will be used only for
negotiation with the highest-ranked respondent after selection, unless otherwise allowed by
applicable law and adopted contracting rules.
1.4 Anticipated Funding and Construction Timing
The Consortium currently anticipates funding the Project using state, local, and private sources
and does not currently anticipate using federal loans or federal funds. Accordingly, federal
cross-cutting requirements such as American Iron and Steel, Davis-Bacon, or federal DBE
participation goals are not presently anticipated to apply. Final requirements will depend on the
funding source(s) ultimately used. Oregon prevailing wage requirements may apply to the future
construction contract if the Project is determined to be a public works project under applicable
Oregon law.

The exact contractor bid date and construction start date have not been finalized. Contractor
bidding is anticipated after completion of final design, required permits, easement/right-of-way
needs, funding coordination, approval of bid-ready documents, and required Consortium or
partner approvals. Respondents shall provide a realistic project schedule and identify the
anticipated duration for design, permitting, easement support, bidding, and any optional
construction-phase services. The Consortium’s objective is to advance the Project to
construction as efficiently as practicable.

The Schedule of Events is subject to change. Any change to the solicitation schedule, scope,
requirements, or related project information will be issued by written addendum and posted to
the solicitation website.
2.2 Statement of Qualifications Deadline
Statements of Qualifications must be received by the Administrative Contact by the deadline
stated in Section 2.1. Submissions received after the deadline may not be opened or
considered. It is the respondent’s responsibility to confirm timely delivery.
2.3 Questions and Addenda
Questions shall be submitted in writing to the Administrative Contact by the deadline in Section
2.1. Only written addenda issued by the Consortium modify this RFQ. It is the sole responsibility
of each respondent to regularly check the County’s RFP/RFQ webpage for addenda, responses
to questions, notices, and changes related to this solicitation.
2.4 Right to Retain / Cost of Preparation
The Consortium reserves the right to retain all Statements of Qualifications submitted and to use
ideas in a submission, subject to applicable public records law and properly supported
confidentiality claims. The Consortium will not pay costs incurred by a respondent in preparing,
submitting, or presenting a Statement of Qualifications, or in participating in interviews or
negotiations.
3. SCOPE OF WORK
3.1 Project Understanding
The selected consultant will provide professional services for the West Glen Drinking Water
Project, which will extend potable water service to approximately 100 homes in and around the

West Glen area. Anticipated project elements include water transmission and distribution
pipelines, service line installation, associated appurtenances, canal crossing design and
permitting, easement support, surface restoration, home connection planning, capping or
disconnecting existing private well service connections to homes, and updates to the geographic
information system (GIS) database. The Project does not include decommissioning or
abandonment of private wells under OAR 690-240 unless later authorized in writing.
3.2 Project Management and Coordination
• Prepare for, organize, and facilitate a project kickoff meeting with the Consortium, City of
Boardman, and other key project partners.
• Develop, maintain, and regularly update a project schedule identifying major milestones and
critical path activities, including design, review, permitting, easement, bid, and any
authorized construction support.
• Submit monthly progress reports and invoices summarizing completed work, planned
activities, schedule status, budget status, risks/issues, and action items.
• Coordinate with the Consortium, City of Boardman, affected property owners, utility
providers, regulatory and permitting agencies, funding agencies, West Extension Irrigation
District, and other stakeholders as necessary.
• Implement and document QA/QC procedures and perform internal review of deliverables
before submission.
3.3 Required Services and Deliverables
Task 1 – Design Engineering
• Prepare preliminary design documents, including final design criteria, preliminary drawings,
outline specifications, and written descriptions of proposed improvements.
• Perform a topographic design survey of the project area, including visible utilities, hydrants,
meters, valves, manholes, surface features, roads, driveways, canal features, and other
characteristics necessary to support design.
• Coordinate utility locate requests and identify known or potential utility conflicts. Identification
of conflicts does not relieve utility owners of relocation or coordination responsibilities.
• Coordinate proposed waterline layouts and design information with the City of Boardman for
evaluation using the City’s existing hydraulic model. Development of a full City hydraulic
model is excluded from the base scope unless separately authorized.
• Prepare and submit 60 percent design documents, including draft drawings and an opinion
of probable construction cost, for review.
• Prepare and submit 90 percent design documents, including draft drawings, technical
specifications, contract forms, bid-ready documents, and an updated opinion of probable
construction cost.
• Prepare final plans, specifications, contract documents, and related bidding materials
suitable for public advertisement, bidding, and construction.
• Incorporate design details necessary to connect potable water service to each participating
residence and properly cap or disconnect the existing private well service connection into the
