RFP 2026-07CM
Introduction:
Belknap County is seeking supply and installation of ductless mini-split AC systems. Proposals shall
be submitted to the Board of Commissioners, 34 County Drive, Laconia, New Hampshire 03246 by
12:00pm, Wednesday, April 15, 2026.

The County reserves the right to accept or reject any and all bids, in whole or in part, for any reason
deemed to be in the best interest of the County. The County reserves the right to waive any
informalities, irregularities, or technical defects in any bid when such waiver is determined to be in the
best interest of the County and does not compromise the fairness of the competitive bidding process.
1. Project Overview
The intent of this project is to furnish and install new Mitsubishi HVAC systems to serve the
Conference Room and Server Room. The Contractor shall provide a complete, fully operational
system, including all labor, materials, equipment, controls, electrical work, and roof penetrations
required for a turnkey installation.
2. Equipment to be Installed

(2) Mitsubishi Hyper Heat Condensing Units

(4) Mitsubishi 2' x 2' 4-Way Ceiling Cassette Units with Grilles

(1) 18" Fixed Stand for Condenser mounting
Server Room System
(1) Mitsubishi P-Series Condensing Unit (Cooling Only)
Model: PUY-AH30NL
(1) Mitsubishi Wall-Mounted Indoor Unit
Model: PKA-AK30NL
3. General Scope Requirements
The Contractor shall:
Verify all existing site conditions prior to bidding. SITE VISITATION MANDATORY.
Furnish all materials, accessories, and appurtenances required for a complete installation.

4. Mechanical Installation Requirements
4.1 Refrigeration Systems
Install all refrigerant piping per manufacturer specifications.
Pressure test, evacuate, and charge systems in accordance with industry standards.
Provide line hide, insulation, and UV protection for all exterior piping.
Ensure proper oil return and line sizing.
Insulate all piping.
4.2 Indoor Units
Install ceiling cassette units in Conference Room ceiling grid.
Coordinate exact locations with Owner prior to installation.
Provide condensate pumps (if required) and properly route all drain lines to approved discharge
locations.
Install wall-mounted unit in Server Room with proper clearances and access.
4.3 Outdoor Units
Install condensers on furnished 18" stand or equivalent approved support system.
Secure units to meet wind and snow load requirements applicable to New Hampshire.
Maintain manufacturer-recommended clearances.
Provide vibration isolation.
5. Electrical Scope
The Contractor shall provide all electrical work required for a complete and operational system,
including:
Circuit breakers sized per manufacturer requirements.
Electrical disconnects within line of sight of each condenser.
Low-voltage communication wiring between indoor and outdoor units.
Control wiring and interconnections.
Coordination with existing building electrical capacity.
Labeling of all new circuits and equipment.
6. Roof Penetrations and Weatherproofing
Provide all required roof penetrations for refrigerant piping, electrical conduit, and condensate
lines.
All penetrations shall be:
o Properly flashed and sealed
o Installed in accordance with roofing manufacturer standards
Contractor shall be responsible for maintaining roof integrity and preventing leaks.
Any damage to the roof system shall be repaired at Contractor's expense.

7. Controls and System Integration
Provide complete Mitsubishi controls for system operation.
Install wall-mounted thermostats/controllers as required.
Ensure proper zoning and communication between all system components.
8. Testing and Commissioning
Perform full system startup in accordance with manufacturer requirements.
Test all modes of operation (heating/cooling where applicable).
Verify proper airflow, temperature control, and condensate drainage.
Provide system commissioning report to Owner.
9. Warranty Requirements
Provide manufacturer's standard warranty on all equipment.
Provide minimum one (1) year labor warranty.
Ensure installation meets requirements to maintain extended manufacturer warranties.
10. Coordination and Scheduling
Coordinate all work with Belknap County Facilities Department.
Provide project schedule prior to start.
Perform work during normal business hours unless otherwise approved.
Ensure minimal disruption to occupied spaces.
