RFP 2026-08CM
Introduction:
Belknap County is seeking supply and installation of 41 cemetery headstones. Proposals shall be
submitted to the Board of Commissioners, 34 County Drive, Laconia, New Hampshire 03246 by
12:00pm, Wednesday, April 15, 2026.

The County reserves the right to accept or reject any and all bids, in whole or in part, for any reason
deemed to be in the best interest of the County. The County reserves the right to waive any
informalities, irregularities, or technical defects in any bid when such waiver is determined to be in the
best interest of the County and does not compromise the fairness of the competitive bidding process.
1. Project Overview
Belknap County is seeking a qualified vendor to furnish, engrave, deliver, and assist with the
installation of forty-one (41) replacement headstone tablets at Primrose Cemetery. The County will
provide supplemental labor for removal of existing stones and excavation for new installations.
2. Materials Specifications
The vendor shall supply forty-one (41) headstones meeting the following minimum specifications:
Material: Arre Gray stone
Dimensions:
o Width: 10 inches
o Thickness: 2 inches
o Height: 36 inches
Finish: All sides to have a sawn finish
Installation Depth: 20 inches below grade, consistent with existing headstones
All materials shall be free of defects, structurally sound, and suitable for long-term outdoor exposure in
a cemetery environment.
3. Scope of Services
The vendor shall provide the following services:
a. Procurement
Source and supply all required stone materials in accordance with the specifications outlined
above.

b. Submittals and Approvals
Provide a proof for each headstone inscription for County review and approval prior to
engraving.
No engraving shall begin until written approval is received from the County.
c. Engraving
Perform all engraving as specified and approved.
Ensure consistency, accuracy, and legibility across all tablets.
d. Delivery
Deliver all completed headstones to Primrose Cemetery.
Coordinate delivery schedule with the County to align with installation activities.
e. Installation Assistance
Set headstones in place at a depth of 20 inches below finished grade.
Align and level all stones to match existing cemetery layout and orientation.
4. County Responsibilities
Belknap County will provide:
Inmate labor for removal of existing headstones
Excavation of holes for new installations
On-site coordination during installation activities
The vendor shall coordinate closely with County personnel to ensure efficient workflow and proper
installation.
5. Installation Requirements
All headstones shall be set plumb, level, and aligned with adjacent markers.
Installation shall match the existing layout, spacing, and depth of surrounding stones.
Vendor shall ensure stability and proper backfilling to prevent future shifting or settling.
6. Quality Control
All work shall conform to industry standards for cemetery monument installation.
Any damaged, defective, or incorrectly engraved stones shall be replaced at no additional cost
to the County.
