BACKGROUND:
The City of Conway’s current website was designed in 2015. While the site has continued to
serve as a public information tool, the City is seeking a modernized website that better reflects
Conway’s current identity, growth, services, events, and communication needs.
The new website should provide a welcoming, accessible, mobile-friendly, and easy-to-navigate
experience for residents, businesses, visitors, and City staff. The design should reflect the City of
Conway’s brand, history, community pride, and role as a destination city. Website colors should
feature the City’s official colors, including Pantone 357 and Pantone 876, or the corresponding
hex colors #215731 and #8B634B.
The City is also seeking a website and digital platform that can support both standard municipal
government functions and Conway’s growing calendar of signature events, including City of
Halloween, Christmas in Conway, and other holiday-related programming throughout the year.
PROJECT OBJECTIVES:
The City of Conway is seeking an experienced web development firm to design, develop, and
implement a new municipal website that improves public service, access to information,
community engagement, and staff efficiency.
The new website should feature a modern design, intuitive user experience, built-in language
translation, strong search functionality, and a streamlined content management system. The
website should make City information easier to find, expand citizen-focused services, and meet
all applicable legal requirements for accessibility, including ADA standards and WCAG 2.1 AA
or any later applicable standard.
Custom, permission-based controls should allow City staff to create, edit, schedule, approve, and
publish content efficiently while maintaining design quality, brand consistency, and public
records compliance.
Provide a detailed pricing breakdown. Include any additional services or expenses not addressed
in the scope of work. Price information should be submitted in accordance with the City’s
purchasing requirements.
PROJECT BRIEF:
1. Provide a modern municipal website that is accessible, easy to use, visually engaging,
and responsive on desktop, tablet, and mobile devices.
2. Provide a content management system that is current, secure, user-friendly, and easy for
City staff to manage.
3. Ensure the website has multilingual translation capabilities and adheres to current web
design and accessibility standards.
4. Provide a robust search engine that allows users to quickly locate City information,
services, documents, forms, events, and public notices.
5. Serve as a digital portal for City services, including third-party integrations with existing
and future online platforms, citizen engagement tools, online payment systems, forms,
Ticket reduction requests, and service request systems.
6. Provide a platform that supports Conway’s year-round event identity, including City of
Halloween, Christmas in Conway, and other holidays and events through an integrated
calendar, event listings, interactive map, and potential mobile app functionality.
7. Provide exceptional support and maintenance for the website, including routine updates,
troubleshooting, security monitoring, minor design changes, and technical assistance.
8. Incorporate multimedia imagery in the website design, including high-quality
photography, video, maps, event graphics, and promotional content.
9. Provide a website design that reflects the City of Conway’s branding, including Pantone
357 and Pantone 876, or hex colors #215731 and #8B634B.
SCOPE OF WORK:
Firms responding to this RFQ should organize and itemize submissions into the following main
areas for the City’s consideration:
1. Vendor experience and development criteria
2. Proposed content management system
3. Municipal website experience and references
4. Integrated calendar, event, holiday, and app functionality
5. AI integration and intelligent search
6. Third-party integration
7. Design guidelines and qualifications
8. Training and documentation
9. Hosting, maintenance, and support
10. Security and authorization
VENDOR EXPERIENCE AND DEVELOPMENT CRITERIA:
The firm should have a proven website development process, flexible timeline structure, and in-
house resources that support the needs and availability of the City of Conway.
The firm must demonstrate extensive local government or municipal website design and
implementation experience. Preference will be given to firms that demonstrate an innovative
approach to municipal website design, strong user experience practices, reliable support, and a
clear understanding of how residents, visitors, businesses, elected officials, and City staff use a
municipal website.
The selected firm must have expertise in:
• Municipal website design
• User experience and usability testing
• Website development and deployment
• Website hosting
• Content strategy
• AI use and intelligent search
• Social media integration
• Search engine optimization
• Responsive web design
• Mobile-first design
• Online forms and citizen service tools
• Calendar and event management
• Interactive maps
• App or mobile-friendly event platform integration

MUNICIPAL WEBSITE EXPERIENCE AND REFERENCES:
Firms must provide at least three examples of current municipal website projects completed for
local government clients. Examples should include cities, towns, counties, or similar public-
sector organizations.
For each municipal example, firms must provide:
• Name of municipality
• Website URL
• Date of launch or redesign
• Scope of work completed
• Description of CMS or platform used
• Description of integrations included
• Description of mobile, calendar, map, event, or app functionality included, if applicable
• Current contact name
• Current contact title
• Current contact phone number
• Current contact email address
The City places strong emphasis on reviewing current municipal work. Outdated examples or
references without current contact information may be considered less favorable.
PROPOSED CONTENT MANAGEMENT SYSTEM REQUIREMENTS:
The successful content management system should offer maximum functionality, ease of use,
security, and long-term value. At a minimum, the CMS should include the following
functionality:
• Alerts and Notifications: Ability to display temporary and permanent banner alerts, emergency
alerts, public notices, and department-specific notifications.
• Browser-Based Administration: Ability for authorized users to update, delete, and create
content from any internet-connected device.
• Calendar and Schedule: Ability to create, update, categorize, and publish City events, meetings,
programs, holiday activities, and department calendars. Events should be able to link to
standalone pages, PDFs, online registration, maps, or external webpages.
• Holiday and Event Calendar Integration: Ability to support City of Halloween, Christmas in
Conway, and other City events with searchable, filterable event calendars by date, category,
location, department, and audience.
• Interactive Map Functionality: Ability to display event locations, road closures, parking areas,
attractions, public facilities, restrooms, downtown features, holiday installations, and other points
of interest.
• App or Mobile Event Platform: Ability to integrate with or provide an app-style experience for
residents and visitors that includes a calendar of events, maps, push notifications, alerts, and
standard municipal information.
• Content Scheduling: Ability to set automatic publication and expiration dates for pages, alerts,
calendar items, documents, forms, news posts, and event listings.
• Content Migration: Ability to migrate existing website content, pages, images, documents,
forms, and other approved assets to the new site.
• Cross-Browser Compatibility: The website should maintain consistent appearance and
functionality across current versions of major browsers including Chrome, Microsoft Edge,
Firefox, and Safari.
• Department Homepages: Ability for departments to have dedicated pages that follow overall
City branding while allowing flexible layouts for department-specific content.
• Document and Image Centers: Storage for website images, documents, agendas, meeting
minutes, public notices, maps, and self-hosted media. The system should include upload and
download capabilities, backend search, bulk actions, version control, and the ability to prevent
outdated versions from being publicly accessible.
• Friendly URLs: Website editors should be able to create friendly URLs that redirect to specific
pages, news items, calendar items, forms, and documents.
• Integration Capabilities: The system should integrate with existing and future City systems
through secure API calls, embedded tools, hard links, or other recommended methods.
• AI Integration: The CMS should be capable of integrating generative AI or intelligent tools for
search, chat assistance, translation, FAQs, and content discovery.
