The City of McDonough is soliciting sealed proposals from qualified Design-Build Teams to provide comprehensive preconstruction, architectural, engineering, and construction services for the phased renovation of the City's future City Hall located at 235 Keys Ferry Court, McDonough, Georgia. Pursuant to the applicable provisions of the City of McDonough Code of Ordinances, the
City of McDonough Procurement Policies, and all other applicable federal and state laws,
the City of McDonough, Georgia (hereinafter referred to as the "City"), through its
Community and Economic Development Department, is soliciting sealed proposals from
qualified firms for the services described herein.

Proposals shall submit:
One (1) SEALED original hard copy of the proposal, clearly marked
"ORIGINAL"

I. INTRODUCTION AND BACKGROUND
A. Purpose and Authority
The City of McDonough ("City") is soliciting sealed proposals from qualified and
experienced Design-Build Teams to provide comprehensive design, engineering,
preconstruction, and construction services for the phased renovation of the City's future
City Hall located at 235 Keys Ferry Court, McDonough, Georgia.
This Request for Proposals (RFP) is issued to identify a Design-Build Team capable of
delivering an integrated Design-Build solution that achieves the City's operational,
functional, schedule, budgetary, and long-term strategic objectives.
The selected Design-Build Team shall provide all professional services necessary to
successfully deliver the project, including, at a minimum programming, architectural and
engineering design, existing conditions verification, budgeting, cost estimating,
permitting, construction, project management, commissioning coordination, occupancy
transition, and project closeout.
This solicitation is issued in accordance with the applicable provisions of the City of
McDonough Procurement Policy, the City Code of Ordinances, and all applicable federal,
state, and local laws governing public procurement.
B. Project Background
The City of McDonough has acquired the property located at 235 Keys Ferry Court for
redevelopment as its future City Hall and primary municipal administrative facility.
As the City continues to experience sustained residential and commercial growth, existing
administrative facilities no longer adequately support the City's current operational needs
or anticipated future growth. The renovation of this facility represents a significant long-
term investment intended to improve municipal operations, enhance customer service,
modernize workplace environments, and provide a flexible governmental facility capable
of supporting future organizational growth.
The City intends to renovate the building through a phased implementation strategy that
allows portions of the facility to remain operational while subsequent phases are
completed. The successful Design-Build Team will be expected to develop a
comprehensive building-wide master plan while designing and constructing individual
project phases authorized by the City.
The City is seeking a Design-Build partner that will collaborate with City staff throughout
planning, design, and construction to develop innovative, practical, and cost-effective
solutions that maximize the long-term value of the City's investment.

C. City of McDonough Overview
Located approximately thirty miles south of downtown Atlanta, the City of McDonough
serves as the county seat of Henry County and is one of Georgia's fastest-growing
municipalities. The City provides a wide range of governmental services to residents,
businesses, and visitors, including administration, finance, public safety, planning and
development, utilities, communications, and community support services.
The City's continued growth has resulted in increasing demands for efficient municipal
services, expanded departmental collaboration, enhanced public accessibility, and
modern governmental facilities capable of meeting current and future operational needs.
The future City Hall will serve as the central administrative hub for municipal operations
and is intended to provide a welcoming, efficient, and professional environment for
employees, elected officials, residents, businesses, and community stakeholders.
The future City Hall is intended to support the City's continued growth by providing a
centralized municipal facility that enhances operational efficiency, improves customer
service, and accommodates future organizational needs.
D. Project Objectives
The City's primary objective is to transform the existing facility into a modern, efficient,
and adaptable municipal office building that supports both current operational
requirements and future organizational growth.
Specific project objectives include the following objectives:
Developing a comprehensive building-wide master plan that establishes a cohesive
vision for all phases of the renovation.
Improving departmental functionality, operational efficiency, and internal
collaboration through thoughtful space planning and building organization.
Creating a professional, welcoming, and accessible environment for residents,
elected officials, visitors, and City staff.
Modernizing building systems, infrastructure, technology, and security to support
current operational requirements and future expansion.
Incorporating flexible workspaces, training facilities, and public meeting areas
capable of adapting to changing organizational needs.
Providing functional and technology-enabled Mayor and Council Chambers that
support public meetings, livestreaming, recording, and community engagement.
Developing phased construction strategies that minimize disruption to ongoing
municipal operations while maintaining occupant safety.
Identifying value engineering opportunities that reduce lifecycle costs while
maintaining quality, functionality, and long-term maintainability.
Delivering a high-quality municipal facility that reflects the City's commitment to
responsible stewardship of public resources and exceptional customer service.

II. PROJECT DESCRIPTION
A. Project Overview
The City of McDonough intends to renovate the existing facility located at 235 Keys
Ferry Court, McDonough, Georgia, into its future City Hall through a phased
Design-Build delivery approach. Upon completion, the renovated facility will serve as
the City's primary administrative headquarters and provide modern, efficient, and
accessible workspace for municipal departments, elected officials, employees, and the
public.
The project includes architectural, engineering, interior renovation, building systems
modernization, technology, security, audio-visual, accessibility, and related
improvements necessary to achieve the City's operational objectives.
The City anticipates implementing the renovation in multiple phases based upon
funding availability, operational priorities, and recommendations developed during
programming and design. Although individual phases may be authorized separately,
proposers shall approach the project as a single, integrated facility with coordinated
building systems, architectural finishes, technology infrastructure, security systems, and
operational functionality.
The Design-Build Team shall recognize that portions of the building may remain
occupied during construction and shall incorporate construction sequencing, temporary
relocations, life safety considerations, and operational continuity into its planning and
implementation strategy.
B. Building-Wide Master Plan
Prior to commencement of phased construction activities, the selected Design-Build
Team shall prepare a comprehensive Building-Wide Master Plan that establishes the
long-term vision for renovation of the entire facility.
The Building Wide Master Plan shall serve as the planning document for all future
renovation phases and shall include at a minimum:
Overall building organization and departmental relationships
Space planning and functional adjacencies
Existing conditions assessment
Architectural design concepts
Structural, mechanical, electrical, plumbing, and fire protection improvements
Technology infrastructure
Cybersecurity and network accommodations
Security and access control systems
Audio-visual infrastructure
Furniture planning and future flexibility

C. Phase I - Second Floor Renovation
Phase I represents the City's highest priority and is expected to be the first
construction phase authorized under this solicitation.
The renovated second floor is expected to accommodate executive leadership,
administrative operations, and employee support services, including but not limited to:
