Justification - Application Delivery Services (ADS)

The Office of Chief Information Officer’s (OCIO) Application Delivery Services (ADS) provides support for Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (laaS) products and solutions such as, Salesforce, Microsoft SQL, Microsoft Analysis Services, Power BI, and Power Apps and provides support for content management tools and digital experience platforms such as, Drupal and SharePoint for the Office of the Secretary and its BU mission partners at the Herbert C. Hoover building (HCHB) and other ancillary locations in the National Capital Region. ADS seeks a contractor to provide ongoing maintenance and operational support activities for current technology solutions.

The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

This is a follow-on order to a competitively awarded small business set-aside order issued using the procedures at FAR 16.505. In the interest of economy and efficiency, this follow-on contract will allow for vital continuity of services.
