SECTION 1 ADMINISTRATIVE OVERVIEW
1.0 UCA Background
Founded in 1907, University of Central Arkansas is one of the best and most affordable
options for higher education in the South. The university strives to provide strong
academic programs to meet the diverse needs of those it serves. Located in Conway,
Arkansas, “The City of Colleges,” the university's bustling, Georgian-style campus is among
the most beautiful in the region.
In fall 2025, nearly 10,000 students from sixty-six (66) different countries, forty-nine (49)
states, and every county in Arkansas are part of UCA’s diverse community. The university is
large enough to offer academic diversity, yet small enough to show personal interest and
support. The student-to-professor ratio at UCA is 15 to 1. Students engage in research and
publication opportunities at the undergraduate level that most students don’t have until
graduate school.
UCA offers eighty-one (81) undergraduate degree programs, thirty-one (31) master’s
degrees, three (3) specialist degrees, and six (6) doctoral degrees. UCA offers programs of
study in five (5) different colleges – the College of Arts, Humanities, and Social Sciences, the
College of Business, the College of Education, the College of Health and Behavioral Sciences,
and the College of Science and Engineering. Each college offers different opportunities to
learn and grow.
The university’s Honors College is nationally known for its unique, challenging curriculum.
The Honors College offers small, discussion-based seminars, close student- faculty
relations, funding for travel abroad and internships. UCA Honors College students have a
100 percent acceptance rate to law school.

receivables, revenues, enrollm ent, and course com pletion.

A non -mandatory pre -proposal conference will be conducted virtually on July 14,
2026 at 1pm Central Standard time . While attendance is not required to submit a
proposal, interested vendors are highly encouraged to attend. This meeting
provides an opportunity to ask questions regarding the project scope . See Zoom

COST PROPOSAL MUST BE INCLUDED UPON SUBMISSION BUT SEALED
SEPARATELY. DO NOT INCLUDE IN ELECTRONIC COPIES. Cost Proposal must
be enclosed in a separate sealed envelope and marked as such. Any reference to
cost(s) included with the technical/business proposal will result in offeror’s
proposal being reje cted. The technical/business proposal will be evaluated
prior to the cost proposal contents being reviewed.

be h eld firm for acceptan ce for a m in im um period of 90 days after th e open in g
date.

Addenda or amendments, if any, should be signed, dated and included with the
respondent’s proposal submission. Failure to do so may be cause for rejection of
the proposal.
Acceptance of request for proposal issued by the Director of Procurement
indicated by submission of a proposal by responder, will bind responder to the
terms and conditions herein set forth, except as specifically qualified in any
addendum issued in connec tion therewith. Any alleged oral agreement or
arrangement made by a responder with any agency or Director of Procurement,
or an employee of the campus will be disregarded.
1.7 Presentation
Proposers that subm it responsive proposals, and receive the highest technical
scores, will be design ated as Fin alists. Proposers selected for fin al evaluation m ay
b e r equ ir ed to m ake an or al p r esen tation via Zoom to th e evalu ation com m ittee.
Th e p r esen tation s will b e sch edu led after th e Tech n ical Pr op osal r eview p r ocess
is com p leted . Su ch p r esen tation s p r ovid e an op p or tu n ity for Pr op oser s to clar ify
th eir p r op osal an d en su r e m u tu al u n der stan din g. If n ecessar y, th e Dir ector of
Procurem en t will schedule date an d tim e for an y required presen tation s.

Points will be deducted if presentations exceed the allotted tim e.
1.8 Rejection of Proposals

contract, to pay any costs incurred in the preparation of a proposal, to procure or
con tr act for th e ar ticles of goods or ser vices. Th e in stitu tion r eser ves th e r igh t to
accept or r eject an y or all pr oposals r eceived as a r esu lt of th is requ est, or to
cancel in part or in its entirety this proposal if it is in the best interest of the
Un iversity. Failure to furn ish all in form ation m ay disqualify a respon den t.
1.9 Contracting Condition
