General description:
The Contract(s), if any, awarded as a result of this solicitation will be Job Order Contract(s). A Job Order Contract is a method of procurement involving an indefinite delivery, indefinite quantity “Master” Contract that is established for a set period of time and with a set maximum value. After award of the “Master” JOC, VTA may, based on agency needs and at its sole discretion, award an ongoing series of individual JOC Task Orders pursuant to which the Successful Bidder(s) may perform maintenance, repair and minor construction of public works. A JOC allows VTA to accomplish multiple individual projects and/or tasks under a single, competitive solicitation.
Contractor(s) will undertake the Work pursuant to individual Task Orders issued by VTA for repair, renovation, demolition and maintenance related construction tasks at existing operational administrative and maintenance facilities and related structures within the VTA infrastructure.
This procurement is for up to two Job Order Contracts, as authorized by California Public Utilities Code Section § 10057, which governs this procurement and associated Contract award(s).
Pursuant to this solicitation, VTA may, at its sole discretion, award up to two (2) Contracts to the two (2) lowest responsive, responsible Bidders. The Job Order Contract(s), if awarded, have an initial term of 12 months in an amount not-to-exceed $5,000,000.00 each. Based on the availability of funding, the Contract(s) may be extended for up two (2) additional 12-month periods upon written agreement between VTA and Contractor.
VTA will limit the number Contract awards from this solicitation to no more than one (1) Contract per Contractor at any time. This paragraph does not preclude Contractors from Bidding on some or all of the solicitations of Job Order Contracts by VTA. However, no one Bidder shall be awarded more than one Job Order Contract pursuant to this solicitation. If more than one Contract is awarded, Task Orders will be assigned based on Contractor’s ability to perform. Both Contracts are being advertised simultaneously via this IFB, utilizing the same Special Conditions, General Conditions and SimpleBid® Unit Price Book with the same Contractor’s license requirements and Bid Opening dates and times.

Bidders must include in their Bid the Adjustment Factors (as defined in Section 1.1) that will be applied to pre-established Unit Prices for construction tasks to calculate the Task Order Sum. The Task Order Sum is the total compensation that VTA will pay to the Contractor for successful completion of a Task Order Scope of Work. The Adjustment Factors account for all of the Bidder’s profit, overhead and indirect costs. The Adjustment Factors are the basis for a competitive Bid. The Job Order Contract(s) will be awarded to the Bidder(s) that submits the lowest responsive and responsible Bid(s) (“Successful Bidder”), based on the lowest value of the Award Criteria Figure as set out in Bid Form 1, Schedule of Bid Prices.
