• Prospective Bidders / Contractor Representatives
1. Meeting Purpose
• The meeting was conducted to review mandatory bidding requirements, clarify
proposal expectations, discuss work order processes, and address contractor
questions prior to bid submission.
2. Bid Submission Requirements
• Bidders must be pre-qualified as a Prime or Bidder with the NCDOT Directory of Firms.
• The entire proposal package must be printed and submitted, including all addenda.
• Page 5 (Instructions to Bidders) must be fully completed.
• Bids equal to or exceeding $5,000,000 will not be opened or read aloud.
• This is a single-award IDIQ contract.
3. Proposal Forms (S-Pages and T-Pages)
• S-Pages must include completed Non-Collusion, Debarment, and Gift Ban Certification
forms with required signatures and corporate seal.
• T-Pages require unit prices for all items written in ink. Corrections must be single-lined,
initialed, and rewritten.
• Unbalanced bids are not permitted.
• All math must be accurate and contractor information must be completed at the
bottom of the T-Pages.
4. Post-Award Requirements
• A Certificate of Insurance must show $5M per occurrence, $5M aggregate, auto liability,
and workers’ compensation coverage.
• NCDOT must be listed as additional insured and contract ID included.
• Execution of Contract (EOC) form must be completed using the Post-Award tab.
5. Work Orders and Mobilization
• Work will be assigned via work orders; standard mobilization has been eliminated.
• Emergency Mobilization is the only remaining mobilization pay item.
• Work orders may be issued separately for steel procurement depending on lead times.
• Typical work orders include five or more signs unless emergency conditions require
otherwise.
6. Traffic Control Requirements
• Traffic control is generally paid per day unless otherwise specified.
• Multiple lane closures performed within a single work day typically count as one day
unless noted in the work order.
7. Materials and Installation Notes
• Square-tube surface-mount systems may be used where applicable.
• Channel posts may be needed in rocky areas.
• Increased use of 4-inch square posts is anticipated for maintenance efficiency.
• Logo signs are privatized; NCDOT will only relocate/remove as necessary.
8. Invoicing Requirements
• Contractors must submit formal invoices, typically one per work order.
• Some work orders may require additional breakdowns based on funding sources.
9. Additional Information
• IDIQ contracts do not guarantee work on every line item.
• Contractors are encouraged to contact the NCDOT Contracts Office with questions
before bid submission.
