• The City of Jacksonville, Texas (“City”) is soliciting sealed proposals from qualified, experienced, and properly licensed insurance brokerage firms to provide health insurance brokerage and employee benefits consulting services.

• The City seeks a firm that will serve as a trusted advisor, advocate, and strategic partner in the design, procurement, administration, and ongoing management of its employee benefits program. The selected Firm will support the City in controlling costs, managing risk, maintaining regulatory compliance, and providing competitive, sustainable benefits for employees.

• The City employs a diverse workforce, including full-time, part-time, public safety, and administrative employees. The selected Firm will work closely with the City’s Executive Director of People and Strategy, Finance Department, Payroll, and other designated stakeholders.

• Notice of this RFP was published in the Jacksonville Progressive. The RFP document is available upon request or as otherwise provided by the City.

Submittal Requirements

Respondents shall submit one (1) hard copy and one (1) digital copy. Responses must be received in a sealed envelope clearly marked on the outside with:

Responses will be accepted until 2:00 p.m. on March 2, 2026, and should be delivered to:

Responsibility: It is the respondent’s responsibility to ensure responses are received prior
to the stated deadline. Any response received after the deadline will be returned unopened.
Validity: No response may be withdrawn for at least ninety (90) days after the scheduled
response deadline.
Definitions, Terms, and Conditions
Definitions
To simplify the language used throughout this Request for Proposals (RFP), the following
definitions shall apply:
City – The City of Jacksonville, Texas.
City of Jacksonville – Same as City.
City Council – The elected governing body of the City of Jacksonville, Texas, vested with
authority to conduct City business as provided by the Texas Constitution and applicable
state laws.
Contract – A written agreement between the City and a selected firm to provide
professional services under the terms and conditions specified in this RFP.
Contractor / Firm – The respondent selected by the City to enter a contract because of
this RFP.
RFP – Request for Proposals.
Terms and Conditions
The City reserves the right to reject any or all proposals.
The City may waive minor irregularities or informalities.
No costs incurred in responding to this RFP will be reimbursed.
Selection does not obligate the City to execute a long-term contract.
The broker relationship shall be at-will.
Appointment as Agent of Record may be rescinded at the City’s discretion.
Public Information
All proposals are subject to the Texas Public Information Act.
