City of Salem (Owner) is requesting Bids for the following: Electric Power Line Right-of-Way Tree Trimming and Clearance (ITB #2027-003).

Bids for this Invitation to Bid will be received at the Salem Purchasing Department located at 114 N. Broad Street, Salem, VA 24153, until Thursday, September 3, 2026, at 3:00 P.M. local time. Bids may be submitted by hand delivery or mail to the address above, or electronically through eVA at https://eva.virginia.gov/ , the Commonwealth of Virginia's electronic procurement portal. Electronic submission is accepted only through eVA; faxed or emailed Bids will not be accepted.

At that time, all Bids received will be publicly opened and read aloud for the information of Bidders and other interested parties at 3:05 P.M. The ITB includes the following Work:

The work shall include, but shall not be limited to, tree trimming, vegetation management, and right-of-way clearance for the City of Salem's electric transmission and distribution system, including routine clearance cutting, hazardous tree removal, and emergency storm response, as described in the Scope of Work.

Bids will be received for a single Contract. Bids shall be submitted on an hourly billing-rate basis as indicated in the Bid Form.

Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the ITB. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. The City will not be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Instructions to Bidders

Bidders submitting a Bid in person or by mail shall submit one (1) original and two (2) copies of their Bid in a sealed envelope clearly marked on the outside with the company's name and “Attn: Purchasing Department – ITB #2027-003 – Electric Power Line Right-of-Way Tree Trimming and Clearance.”

Bidders submitting a Bid electronically shall do so only through eVA. Emailed Bids will not be accepted.
