Request for Proposals (RFP) Solar Photovoltaic Systems
The Town of Oak Bluffs seeks proposals from qualified solar energy firms to develop, install, own, operate, maintain and ultimately decommission a ground-mounted solar photovoltaic energy system and optionally a battery energy storage system at the Town-owned capped landfill across various parcels located to the south of 16 Pennsylvania Avenue, west of County Road, north of Bellevue Avenue and east of Bryon Avenue in Oak Bluffs, MA.
Oak Bluffs intends, pursuant to G.L. c. 30B § 16, to select and enter into a long-term Lease and other agreements with the firm providing the most advantageous proposal to the Town. All Respondents must demonstrate that a member of the proposing team is certified as a Prime Contractor by the Division of Capital Asset Management and Maintenance (DCAMM) as eligible to provide Energy Management or Electrical Services and has not been debarred from bidding under G.L. c. 149 § 44C or any other applicable law.
Sealed responses are to be submitted no later than March 14, 2025 by 3:00 PM at Town of Oak Bluffs, PO Box 1327, Oak Bluffs, MA 02557. Interested firms are required to attend the MANDATORY Pre-Proposal ZOOM Conference on February 19, 2025 at 10:00 AM. Only those Respondents, or a member of the Respondent’s team, that participate in the Mandatory Pre-Proposal ZOOM Conference will be permitted to submit proposals.
