SECTION I. OVERVIEW AND SCHEDULE
A. Introduction
This Request for Proposals (RFP) is issued by the New Hampshire Judicial Branch ("NHJB"), through the
Administrative Office of the Courts (AOC), to solicit proposals from qualified vendors to provide data
analysis services for the Family Treatment Court of Sullivan County (FTCSC). Since 2022, FTCSC has
discharged thirty-nine (39) parents from the program. NHJB seeks to evaluate and better understand the initial
outcomes of families served through FTCSC, including available data related to treatment engagement, family
stability, child welfare involvement, permanency, reunification, and other relevant program outcomes. The
selected vendor will assist NHJB FTC in analyzing existing data, identifying measurable trends and data gaps,
and developing clear, accessible findings to support program improvement, partner engagement, and future
decision-making.
B. Schedule
The following table provides a Schedule of Events for this RFP through contract finalization and Notice to
Proceed. NHJB reserves the right to amend this Schedule at its sole discretion and at any time through a
published Addendum.

Development
C. Purpose and Background
NHJB's mission is to preserve the rule of law and protect the rights and liberties guaranteed by the US and NH
Constitutions by providing accessible, prompt, and efficient forums for the fair and independent administration
of justice, with respect for the dignity of all served. Information on the NHJB can be found on the NHJB
website at https://www.courts.nh.gov/.
Family Treatment Court (FTC) is a court process parents with abuse and neglect cases participate in when
they have a substance use disorder. It is a process that is nationally recognized to create better outcomes for
families. FTC uses a supportive, team approach to increase families' access to support and services,
accountability and recovery, and the likelihood of reunifying families that can maintain long-term health.
When parents have the support and tools they need to enter treatment sooner, stay engaged in treatment
longer, and resolve barriers quickly, their children spend fewer days out of home and separated from their
families. Implementation of FTC is a partnership of the court, the Division for Children, Youth and
Families (DCYF), Court Appointed Special Advocates (CASA) of New Hampshire, parent attorneys,
substance use treatment providers, mental health providers, and other community partners. New Hampshire

currently has one FTC serving families in the 5th Circuit Courts in Sullivan County, NH. More information

D. Contract Term
The initial contract term shall begin on the effective date of the fully approved and executed contract and shall
continue for a period of eighteen (18) months. The actual contract start date shall be established in the final
approved contract. No work shall begin, and no costs shall be incurred, prior to full execution of the contract
by all required parties.
Following the initial contract term, NHJB may, at its sole option, renew the contract for one (1) additional one-
year term, subject to the continued availability of funding, satisfactory vendor performance, ongoing need for
services, and approval by NHJB FTC and the members of the Council of Chief Judges. Any renewal shall be
documented in writing through a contract amendment or other approved written agreement executed by the
parties.
The NHJB anticipates awarding one contract resulting from this RFP process.

SECTION II. SCOPE OF SERVICES TO BE PROVIDED
A. Overview
The New Hampshire Judicial Branch (NHJB) seeks proposals from qualified vendors to provide data analysis,
reporting, data storytelling, cost analysis feasibility review, and ongoing data consultation services in support
of Family Treatment Court (FTC) operations, oversight, and continuous improvement.
Family Treatment Courts are specialized court programs designed to bring together courts, child welfare
agencies, substance use disorder treatment providers, mental health providers, Court Appointed Special
Advocates (CASA), community-based service providers, and other key partners to improve outcomes for
families affected by substance use and involved in the child welfare system. FTCs rely on coordinated case
planning, timely access to treatment and services, frequent court review, multidisciplinary collaboration, and
data-informed decision-making to support family stability, child safety, permanency, and recovery.
NHJB is seeking a vendor that can analyze existing FTC-related data, identify data gaps, develop practical
reporting tools, translate complex data into understandable materials, and assist NHJB and FTC partners in
using data to support program management, partner engagement, grant reporting, and long-term sustainability.
The selected vendor shall provide both technical data expertise and user-friendly communication products that
are accessible to stakeholders with varying levels of data experience.
This project is intended to help NHJB better understand and communicate the impact of FTC on participating
families, including, but not limited to:
a. Early access to Substance Use Disorder (SUD) treatment;
b. Completion of SUD treatment;
c. Engagement in assessed SUD treatment;
d. Reduction in substance use;
e. Parent, child, and family access to and engagement in mental health treatment;
f. Early access to complementary and supportive services;
g. Average length of stay for out-of-home placements;
h. Reunification rates;
i. Permanency outcomes;
j. Family engagement and participation in court-related services; and
k. Other outcomes identified through the project as relevant, measurable, and useful to NHJB and FTC
partners.
The selected vendor shall be expected to perform all work in a manner that is objective, methodologically
sound, trauma-informed, culturally responsive, and appropriate for court, child welfare, behavioral health, and
family-serving environments.

B. Project Objectives
The selected vendor shall support NHJB in developing a stronger data infrastructure and reporting process for
FTC by completing the following objectives:
a. Conduct a comprehensive analysis of all available FTC datasets that may contribute to
measuring FTC goals, outcomes, and areas for improvement.
b. Identify data that is currently collected, data that is inconsistently collected, and data that is
needed but not currently collected.
c. Identify the most meaningful and actionable quantitative and qualitative metrics for NHJB, the
Statewide FTC Coordinator, local FTC sites, Operations Teams, Steering Teams, Oversight
Teams, and partner organizations.
d. To the extent possible, fill data gaps by collecting qualitative data from any families who did
not provide such input after participation in FTC.
e. Assess the feasibility of completing a full or partial cost analysis related to FTC operations,
services, and outcomes.
f. Develop a recommended cost analysis methodology, including assumptions, limitations, and
data requirements.
g. Establish reliable, repeatable data collection, collation, standardization, and reporting processes
that may be used during the contract term and sustained after the contract ends.
h. Identify what data should be shared regularly with partner organizations to support
transparency, continuous quality improvement, and shared accountability.
i. Develop practical reporting cadences, templates, dashboards, summaries, and other reporting
tools for internal and partner-facing use.
j. Produce user-friendly documents, slide decks, summaries, and data stories that assist non-
technical audiences in understanding FTC activities, outcomes, and lessons learned.
k. Create visually compelling and accessible materials that may be used for outreach, education,
partner engagement, grant reporting, and program sustainability efforts.
l. Provide ongoing technical assistance, consultation, and data expertise to the Statewide FTC
Coordinator and local FTC sites.
m. Support NHJB in developing documentation, workflows, and handover materials that promote
long-term data sustainability.
C. Available Data Sources
NHJB anticipates that the selected vendor may have access to, or may assist NHJB in identifying access to, the
following data sources, subject to all applicable confidentiality, privacy, security, and data-sharing
requirements:
a. Comprehensive datasets for approximately twenty-five FTC families, which may include
treatment history, assessments, child placement information, parent demographics, drug testing
results, incentives, therapeutic responses, hearing attendance, service referrals, service
engagement, and related program information. Data sets are defined by a data codebook.
b. Court system timelines and permanency outcomes, including information that may allow
comparison with another court or site with similar characteristics.

c. Court referral data identifying individuals or families eligible for FTC, including available
information regarding referral decisions and reasons for referral.
d. Partner organization data from the New Hampshire Division for Children, Youth and Families
("DCYF"), CASA, contracted service providers, treatment providers, and other FTC partners,
to the extent such data is available and may be shared.
e. Grant reporting datasets, required performance measures, and other reporting information
maintained for federal, state, or programmatic purposes.
f. Qualitative information regarding the benefits, challenges, implementation experiences, and
perceived impact of FTC.
g. Other data sources identified during the course of the project that may be relevant to evaluating
FTC implementation, outcomes, cost, sustainability, or continuous improvement.
The selected vendor shall be responsible for reviewing available data sources, identifying limitations,
documenting data quality issues, and recommending strategies to improve data collection and reporting going
forward. NHJB does not guarantee that all data sources will be complete, standardized, or immediately
available. The selected vendor shall be expected to work collaboratively with NHJB and designated partners
to develop practical solutions within the available data environment.
D. Scope of Services & Tasks
The selected vendor shall provide all labor, supervision, project management, technical expertise, materials,
tools, and resources necessary to complete the services described in this section. The vendor shall be
responsible for managing the work in a professional, timely, and cost-effective manner and shall maintain
regular communication with NHJB throughout the contract term.
I. Task A: Data Analysis and Program Insights
The selected vendor shall conduct a thorough analysis of available FTC-related data and provide meaningful
insights to support program understanding, quality improvement, partner engagement, and decision-making.
Services under this task shall include, but are not limited to:
a. Conducting an initial review of available datasets, data structures, data definitions, and data
quality.
b. Creating a data inventory that identifies available data sources, data owners, data elements,
format, frequency of collection, limitations, and recommended use.
c. Conducting descriptive analysis to summarize participant characteristics, service access, court
events, treatment engagement, child welfare involvement, permanency outcomes, and other
relevant FTC activities and outcomes.
d. Conducting inferential or comparative analysis where appropriate and feasible based on
available data quality, sample size, comparison groups, and methodological limitations.
e. Identifying trends, patterns, gaps, and opportunities for improvement within the available FTC
data.
f. Providing analysis that considers equity-related factors where appropriate, including whether
outcomes vary by demographic characteristics, geography, service access, referral pathway, or
other relevant variables.
g. Identifying the most useful data points and performance measures for regular review by NHJB,
FTC Operations Teams, Steering Teams, Oversight Teams, and partner organizations.

h. Developing actionable recommendations based on findings, including recommendations related
to data collection, reporting, service coordination, partner communication, and continuous
quality improvement.
i. Working with the Statewide FTC Coordinator and designated NHJB staff to develop regular
reports, reporting templates, and reporting cadences.
j. Working with FTC partners to establish processes and documentation that allow data to be
collected, updated, reviewed, and shared on a regular basis during and after the contract term.
k. Developing documentation sufficient to support long-term sustainability, including workflows,
data dictionaries, reporting instructions, assumptions, and limitations.
II. Task B: Cost Analysis Feasibility and Execution
The selected vendor shall assess whether a full or partial cost analysis of FTC is feasible based on available
data, partner participation, cost categories, service utilization information, and program goals. Services under
this task shall include, but are not limited to:
a. Identifying potential cost categories relevant to FTC, which may include court operations,
treatment services, child welfare involvement, placement costs, case management,
complementary services, partner time, and other direct or indirect costs.
b. Reviewing available data to determine whether cost-related information is sufficient, reliable,
and appropriate for analysis.
c. Identifying data gaps, assumptions, limitations, and dependencies associated with completing a
cost analysis.
d. Recommending whether NHJB should proceed with a full cost analysis, partial cost analysis,
cost avoidance analysis, return-on-investment analysis, or other practical cost-related approach.
e. Developing a written methodology for any approved cost analysis, including the purpose of the
analysis, scope, data sources, assumptions, limitations, calculations, and interpretation of
findings.
f. Completing the cost analysis if approved by NHJB and feasible within the available data and
contract parameters.
g. Providing technical appendices and supporting documentation sufficient for NHJB to
understand, explain, and replicate the analysis where possible.
h. Presenting cost analysis findings in both technical and non-technical formats.
III. Task C: Data Stories and User-Friendly Materials
The selected vendor shall translate FTC data and analysis into clear, accurate, accessible, and visually engaging
materials for a range of audiences. Materials may be used for education, outreach, partner engagement, grant
reporting, program improvement, and sustainability planning. Services under this task shall include, but are
not limited to:
a. Developing written briefs, summaries, slide decks, handouts, one-page documents, and other
materials as requested by NHJB.
b. Creating narrative "data stories" that explain FTC activities, outcomes, participant pathways,
service engagement, and program impact in language that is understandable to non-technical
audiences.

c. Developing visual displays of data, including charts, tables, graphics, dashboards, and
infographics, as appropriate.
d. Ensuring all data points used in public-facing or partner-facing materials are clearly defined and
explained.
e. Identifying appropriate cautions, limitations, and context for data interpretation, particularly
where sample sizes are small or data is incomplete.
f. Ensuring materials are accurate, professional, accessible, and suitable for use by NHJB and FTC
partners.
g. Creating materials that may be updated by NHJB after the contract term, when feasible.
h. Ensuring all final materials comply with applicable accessibility standards and are provided in
editable formats when requested by NHJB.
IV. Task D: Ongoing Data Expertise and Technical Support
The selected vendor shall provide ongoing consultation and technical assistance to the Statewide FTC
Coordinator, local FTC sites, and designated NHJB staff throughout the contract term. Services under this task
shall include, but are not limited to:
a. Providing regular consultation regarding FTC data collection, analysis, interpretation,
reporting, and communication.
b. Assisting NHJB with ad-hoc data questions and analysis requests, subject to project priorities
and available contract resources.
c. Offering scheduled office hours or consultation sessions for designated NHJB staff and local
FTC representatives.
d. Supporting local FTC sites in understanding data definitions, reporting expectations, and the
practical use of data for continuous improvement.
e. Attending project meetings, partner meetings, Steering Team meetings, Oversight Team
meetings, or other meetings as requested by NHJB.
f. Advising NHJB on strategies to improve data reliability, consistency, and sustainability.
g. Providing recommendations for future evaluation, performance measurement, dashboard
development, and partner reporting.
E. Deliverables
The selected vendor shall provide, at a minimum, the following deliverables. NHJB reserves the right to refine
deliverables during contract negotiations or through project planning, provided such refinements remain within
the scope of the resulting contract.
1. Project Work Plan
The selected vendor shall submit a detailed project work plan for NHJB approval. The work plan
shall include, at a minimum:
a. Project approach and methodology;
b. Key tasks and milestones;
c. Proposed timeline;
d. Staffing plan and roles;
