CONSTRUCTION ENGINEERING AND INSPECTION SERVICES
FOR FARMWELL ROAD INTERSECTION IMPROVEMENTS
1.0 PURPOSE
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia
(“County") to obtain proposals from qualified Construction Engineering and Inspection
(CEI) Services firms (each, a “Consultant”) to provide comprehensive support for the
construction of the Farmwell Road (Route 625) Intersection, Pedestrian, and Bicycle
Improvements Project from 0.036 miles west of Ashburn Road (Route 641) to 0.241 miles
east of Waxpool Road (Route 640) (“Project”).
The Consultant selected through this competitive procurement process will provide full-
time on-site inspection, construction administration, materials sampling and testing,
documentation management, and related engineering and compliance support necessary
to ensure that all construction activities conform to the approved plans, specifications,
Virginia Department of Transportation (VDOT) standards, and the Construction Contract
requirements.
2.0 COMPETITION INTENDED
It is the County's intent that this RFP permits competition. It shall be the Offeror's (i.e. any
entity submitting a proposal in response to this RFP) responsibility to advise the Purchasing
Agent in writing if any language, requirement, specification, etc., or any combination thereof,
inadvertently restricts or limits the requirements stated in this RFP to a single source. Such
notification must be received by the Purchasing Agent not later than fifteen (15) days prior
to the date set for acceptance of proposals.
3.0 BACKGROUND INFORMATION
3.1 The services to be performed by the successful Offeror will consist of CEI services
to support the management and administration of the Project for the Loudoun County
Department of Transportation and Capital Infrastructure (DTCI). The estimated
duration of the Project, to include final completion and acceptance, administrative
“close out”, and VDOT audit and Street Acceptance, is approximately thirty-six (36)
months. The resulting contract from this solicitation will be a unit price contract.
3.2 The Project is a VDOT Locally Administered Project (LAP) and consists of
geometric design improvements along Farmwell Road (Route 625) and a portion
of Waxpool Road (Route 625). Improvements will address operations at the major
intersections of Farmwell Road at Ashburn Road, Ashburn Village Boulevard, and
Smith Switch Road to maximize through and turning traffic movements. A separate
westbound right-turn lane will be constructed at the intersection of Farmwell Road
and Hemingway Drive/Dodge Terrace.
In addition to intersection improvements, the Project will enhance pedestrian and
bicycling mobility by constructing a continuous ten (10)-foot-wide multi-use trail
and five (5)-foot-wide sidewalk between Ashburn Road and Smith Switch Road.
Due to special constraints in this urbanized corridor, on-site water quality facilities
are not proposed; stormwater quality requirements for this Project will be satisfied
through the purchase of off-site nutrient credits.

Waterline Utility Plans
Sidewalk, Curb Ramp, Crosswalk, and Intersection Improvements

3.3 CEI services will include, but not be limited to, full-time on-site quality assurance and
quality control, construction engineering and inspection services, material testing,
administrative support, and assistance with VDOT project acceptance,
administrative “close out”, and VDOT audit. A more detailed description of the CEI
Services required can be found in Section 4.0 Scope of Services of this RFP.
3.4 Offerors shall demonstrate their ability to meet or exceed the requirements of this
RFP and the tasks described herein. Additional responsibilities may be assigned
as the Project advances or as provided in the Project Contract Documents. The
Project shall be administered in accordance with the approved construction plans,
special provisions, all applicable VDOT standards and specifications, VDOT
Materials Division guidelines, and all other applicable procedures governing VDOT-
