the Zeeland City Clerk’s Office, 21 S. Elm St.,

opened and read aloud at that time and location.
All bids must be submitted in a sealed envelope
clearly marked Asphalt Paving Bid.
The Owner reserves the right to waive
informalities and to award bids in its own best
interest.

General Information and Instructions
1. The City of Zeeland will receive proposals from qualified contractors
for asphalt paving in various locations throughout Zeeland, MI 49464.
2. Proposals must be mailed or delivered in person to the Zeeland City
Clerk’s Office, 21 South Elm Street, Zeeland, MI 49464. All
proposals must be sealed in envelopes, clearly marked “Asphalt
Paving Bid” and must be received prior to 10:30 AM, local time, on
Tuesday, September 1, 2026. This will be a public bid opening.
Evaluation of proposals and award will be at a later date; the
contractor will receive a letter of intent prior to receipt of contract.
3. The schedule of Work Shall be as follows:
September 1, 2026 at 10:30 AM

May 31, 2027

4. Performance and Labor and Material Bonds will be required for the
project.
5. Provide Liability Insurance and a Certificate of Insurance showing the
City of Zeeland as additional insured with a liability coverage of at
least $2,000,000. As is such, the successful bidder shall be required to
hold the City of Zeeland harmless from any liability in connection
with the required work.
6. Funding for the project is by the City of Zeeland and project does not
require the payment of prevailing wages.

7. The successful bidder shall comply with all ordinances of the City of
Zeeland in conjunction with the performance of the project.

9. The owner reserves the right to accept or reject any or all bids and to
waive all irregularities in proposals. Proposals remain firm for sixty
(60) days from the date of the Bid Opening.
Project Specifications
1. The attached bid form lists the locations the City wishes to complete
as part of its 2027 asphalt paving program. Each area shall be bid
individually, and pricing shall not be dependent upon the award of
another area. The City may select any combination of areas based on
available funding. The contract will be awarded to one contractor.
2. Contractor to Furnish Traffic Control for both Vehicular Traffic and
Pedestrian Traffic as necessary.
3. All edges of removals must be sawcut.
4. The extent of removals and replacement will be identified by the City
of Zeeland.
5. All asphalt shall be MDOT 13A for base course or MDOT 36A for
top course or approved equal.
6. In areas that require full depth removal, existing aggregate base is the
be compacted and fine graded as necessary prior to asphalt
installation. If additional aggregate is necessary, it shall be MDOT
21AA.
7. In areas where an ADA ramp is required, a 5’ minimum width
concrete approach will be installed with tactile domed warning plates.
All concrete shall be MDOT Grade P1 or S2, 3500 PSI at 28 days,

5%-7% air entrained per MDOT Standard Specifications. Tactile
domed warning plates shall be red in color.
8. Where required, root barrier shall be 24” as manufactured by
Deeproot or approved equal.
9. Place 4” of leveled topsoil to finished grade in disturbed areas.
Topsoil shall be of good quality free of sticks, debris, rocks, etc. and
suitable for the growing of grass.
10.Restoration of disturbed areas including fine grading, seed, and
mulch. Seed to be MDOT Class A or approved equal.
11.All material, labor, trucking, equipment, insurance, and other project
expenses are the responsibility of the contractor.
12.Contractor is responsible for contacting MISS DIG and locating
utilities as necessary.
13.Wet-set ADA detectable warning pads will be provided by the City of
Zeeland. The contractor shall install the pads and construct the
associated concrete approaches in accordance with these
specifications.

b. Include Pump Station Drive, Approx. 46' x 30'

e. Install 2 1/2 inches of Asphalt (1 1/2 inches Base, 1 inch Top)

e. Install 2 1/2 inches of Asphalt (1 1/2 inches Base, 1 inch Top)

e. Install 2 1/2 inches of Asphalt (1 1/2 inches Base, 1 inch Top)
f. Restoration as Necessary
