I. NOTICE AND INSTRUCTIONS TO PROPOSERS
Matanuska Electric Association, Inc. (MEA) is soliciting Proposals from qualified contractors to
perform electrical preventive maintenance services in accordance with the NFPA 70B 2026 Edition
(or most current edition), hereafter known as the “Project.”
The RFP and all attachments are available through MEA’s ShareFile Site. Access to the ShareFile
site can be obtained by submitting your request electronically (by email) to Procurement at
FormalQuestions@mea.coop.
Proposals are required to be submitted through MEA’s ShareFile site no later than 4:00 PM Alaska
Daylight Time (AKDT), Friday, May 22, 2026; after which a private opening will be held. Any
proposals received after this date and time will not be considered. Proposers are responsible for the
verification and confirmation of successful bid delivery to the ShareFile site. Questions or difficulties
relating to the electronic bid submittal process should be directed to Procurement at
FormalQuestions@mea.coop.
A mandatory pre-proposal conference will be held electronically, via Zoom or in-person, at 10:00
AM (AKDT), Tuesday, May 5, 2026. Please submit your request for participation electronically
(email) to FormalQuestions@mea.coop a minimum of 24-hours prior to the conference to receive
the Zoom meeting invite. Attendance at this conference is mandatory for consideration of a
proposal.
Questions related to this RFP are due no later than, 12:00 Noon (AKDT), Friday, May 8, 2026.
Questions shall be submitted electronically (email) to FormalQuestions@mea.coop. Bidders are
prohibited from contacting any employee, board member, agent, or other associate of MEA
regarding this request except as outlined in this Notice and Instruction to Proposers.
Responses to questions will be provided those who attended the preproposal meeting, by 4:00 PM,
AKDT, Friday, May 15, 2026.
Proposers shall specify in their response to this RFP in writing whether exceptions are taken to any
of the terms and conditions of the attached MEA Sample Contract, see Appendix A. Exceptions
taken at a later date may result in rejection of the proposal.
MEA reserves the right to define and waive irregularities, to accept or reject any or all Proposals, in
whole or part, and to reissue, withdraw or cancel the project in its entirety for any reason, including
to perform the work in house, without liability of any type to Proposer, including but not limited to
any costs associated with Proposal preparation and submittal.
