Objective
On behalf of the Camden County Board of Commissioners the Purchasing Department
request competitive proposals from qualified firms to provide janitorial services for various
County facilities in accordance with this Request for Proposals. Competitive sealed
proposals will be received by the Camden County purchasing office.

The proposal opening will be conducted in person on August 13th, 2026 at 2:00 P.M., in the
historic court room, located at 200 East 4th Street, Woodbine, GA 31569. Proposal prices will not
be read. Proposals will be accepted at the above address until the time and date specified above,
and immediately after will be publicly opened and contractor names only will be read aloud.
Proposals received after the required time or in any other location other than the Purchasing Office
will not be accepted. Camden County will not be held liable for misdirected deliveries nor
deliveries that are late due to shipping carrier. Faxed or email submissions will not be accepted.
All proposals submitted in response to this request shall become the property of Camden County
and will be a matter of public record available for review after award. Please note that failure to
meet any of the requirements stipulated within this RFP will result in the disqualification of the
Contractor. It is incumbent upon each Contractor to thoroughly review the RFP and ensure their
proposal fully meets all specified requirements.

Camden County Board of Commissioners reserves the right to reject any or all proposals, to waive
any irregularity or informality in a proposal and to accept or reject any item or combination of
items, when to do so would be to the advantage of the County. It is also within the right of the
County to reject proposals that do not contain all elements and information requested in the
proposal documents.
Proposals may be withdrawn by written request only if the request is received prior to the time and
date set for the opening proposals. Negligence on the part of the proposer in preparing the proposal
confers no right of withdrawal or modification of the proposal after it has been opened. No
proposal may be withdrawn for a period of ninety (90) days after the time and date of opening of
proposals.
Proposal Submission
Proposals should be prepared simply and economically, providing a straightforward, concise
description of the capabilities of their offering. Unnecessarily elaborated brochures or other
presentations beyond those sufficient to prepare a complete and concise proposal are not desired.
Information which the proposer desires to present, that does not fall within any of the requirements
of the RFP, should be inserted at an appropriate place or be attached at the end of the proposal and
designated as additional material. All copies are to be bound with no loose materials included.
Proposals at a minimum should contain company background, qualifications and experience
working with office/government settings, and a plan on accomplishing the minimum services
required herein, as well as services that may be in addition to the minimum services required. The
plan should include the number of personnel used to execute the contract, the time each day when
personnel will report to perform the services, and the estimated time it will take to complete the
services on a daily, weekly, monthly and annual basis.
QUESTIONS: Questions regarding this project may be directed in writing to the Purchasing
Officer, Kelsey Kelley, at bids@camdencountyga.gov. All questions shall be received by July
30th, 2026 and answered by August 5th, 2026.
SUBMISSION: Proposals must be submitted in person or by mail to the purchasing office.
Submittal Preparation/Expenses
The proposal shall be typed and easy to read. The proposal shall be legally signed and shall include
the complete address of the proposer. The County accepts no liability for the costs and expenses
incurred by the respondents in responding to this RFP, in preparing responses for clarification, in
attendance at interviews, participating in contract development sessions, or in meetings and
presentations required for the contract approval process.
Each Respondent that enters into the procurement process shall prepare the required materials and
submittals at its own expense and with the express understanding that the Respondent cannot make
any claims whatsoever for reimbursement for the costs and expenses associated with the
procurement process.

Restricted Communication
From the issue date of this RFP until a successful Offeror is selected and the selection is awarded,
proposers are not allowed to communicate for any reason with any employees of the Owner, the
Board, or members of the Selection Committee with respect to this RFP or the Project, except for
(i) submission of questions to Purchasing Officer only as authorized by this RFP,
(ii) during the pre-proposal conference, if applicable,
(iii) during scheduled and authorized interviews for purposes of evaluation, and
(iv) during authorized negotiations following opening of the Proposals.
For violation of this provision, the Owner reserves the right to reject the Proposal of the
offending proposer. No verbal agreements will be binding upon the County.
Contract Term
The Contract shall commence January 1st, 2027. This Contract shall (i) terminate without further
obligation on the part of the County each and every December 31st, as required by O.C.G.A. § 36-
60- 13, as amended, unless terminated earlier in accordance with the termination provisions of this
Contract; (ii) automatically renew on each January 1st, unless terminated in accordance with the
termination provisions of this Contract; and (iii) terminate absolutely, with no further renewals,
December 31st, 2031 unless extended by Change Order adopted and approved by the Camden
County Board of Commissioners and the Contractor in accordance with the terms of this Contract.
Contract Renewal
The County shall have the option, in its sole discretion, to renew the Contract for additional terms
on a year-to-year basis as described above. Renewal will depend upon the best interests of the
County, funding, and Contractor's performance. Upon the County’s election, in its sole discretion,
to renew any part of this Contract, Contractor shall remain obligated to perform in strict accordance
with this Contract unless otherwise agreed by the County and the Contractor.
Contract Extension
In the event that this Contract shall terminate or be likely to terminate prior to the making of an
award for a new contract for Janitorial Services, the County may, with the written consent of
Contractor, extend this Contract for such period as may be necessary to afford the County a
continuous cleaning schedule.
Laws and Regulations
The Contractor and its subcontractors shall comply with local, State and Federal regulations, rules,
order, and laws applicable to the Contract.
Minimum Levels of Insurance
Certificates of Insurance issued by an insurer authorized to do business in Georgia must be
presented to the Purchasing Officer prior to work commencing and must show Camden County
Board of Commissioners as an additional insured. The selected firm will be required to comply
with all existing State and Federal labor laws including the applicable equal opportunity
employment provisions.

The Minimum levels of insurance are:
(a) Comprehensive or Commercial General Liability: $1,000,000 combined single limit
per occurrence and $200,000 property damage coverage.
(b) Automobile Liability: $1,000,000 combined single limit per accident for bodily injury
and property damage.
(c) Workers' Compensation coverage as required by the State of Georgia.
Limitation of Contractor’s Liability to the County
Except as otherwise provided in this Contract, Contractor’s liability to the County for any claim
of damages arising out of this Contract shall be limited to direct damages and shall not exceed the
total amount paid to Contractor for the performance under this Contract.
No limitation of Contractor's liability shall apply to Contractor's liability for loss or damage to
County equipment or other property while such equipment or other property is in the sole care,
custody, and control of Contractor's personnel. Contractor hereby expressly agrees to assume all
risk of loss or damage to any such County equipment or other property in the care, custody, and
control of Contractor's personnel. Contractor further agrees that equipment transported by
Contractor personnel in a vehicle belonging to Contractor (including any vehicle rented or leased
by Contractor or Contractor's personnel) shall be deemed to be in the sole care, custody, and
control of Contractor's personnel while being transported. Nothing in this section shall limit or
affect Contractor's liability arising from claims brought by any third party.
County Rights and Options
Camden County reserves the exclusive right to determine which vendor should be awarded, to
waive any irregularity or informality in a proposal, and accept or reject any item or combination
of items, when to do so would benefit Camden County. Also, Camden County may reject proposals
that do not contain all elements and information requested. Camden County will not be liable for
any cost/losses incurred by proposers throughout this process. Camden County does not
discriminate on the basis of race, religion, color, sex, national origin, age, or disability.
The Proposer will indemnify, defend, and hold harmless Camden County from and against any
and all claims, damages, losses, and expenses including, but not limited to, fees and charges of
attorneys and court and arbitration costs, arising out of or resulting from the negligent acts,
negligent omissions, willful misconduct, or reckless misconduct of the proposer or anyone for
whom the proposer is responsible.
Termination
Subject to the provisions below, the Contract may be terminated by the County upon thirty (30)
days advance written notice to the other party; but if any work or service hereunder is in progress,
but not completed as of the date of termination, then the Contract may be extended upon written
approval of the County until said work or services are completed and accepted.
A. Termination for Convenience
The County may terminate this Contract for convenience at any time in which
case the parties shall negotiate reasonable termination costs.
