RFP for Election Management System & Machines

Project Description: Luzerne County is soliciting proposals from prospective proposers for Election Management System & Machines for the Bureau of Elections. All prospective proposers must submit their proposals no later than Friday, February 21, 2025 at 4:00 PM EST. Questions concerning this Request for Proposal (RFP) shall be submitted via the “Ask a Question” feature in PennBid. The deadline for questions for this RFP is Friday, February 14, 2025 at 4:00 PM EST.
Background Information: The County of Luzerne is a third-class county in the Commonwealth of Pennsylvania, with over 300,000 residents. The County has more than 200,000 registered voters, 186 districts and 155-160 polling places. (Depending on the type of voting system structure, will determine the ratio of equipment necessary for each voting district.) As required by law, each district must have at least one (1) ADA ballot marking device and one (1) vote tabulation/scanning device. The County anticipates that with the replacement of its voting systems and integration with the recently purchased and implemented electronic poll books, the election system infrastructure will greatly enhance the voting experience of our voters, improve voter confidence in future elections, and ensure compliance with federal and state regulations.
