Solicitation Summary
The Maryland State Highway Administration (SHA) requires critical upgrades to its communication infrastructure to ensure operational continuity, public safety, and service reliability. This includes the replacement of aging two-way radios that are approaching the end of their 10-year life cycle and have become increasingly unreliable due to wear, outdated technology, and discontinued manufacturer support. These radios are essential for effective field communications and interoperability with partner agencies during day-to-day operations and emergency response.
In parallel, SHA is seeking to expand its existing NICE logging recorder system to introduce redundancy and prevent service interruptions in the event of a system failure. The recorder system, integrated with the Motorola Radio Communication System and Vesta Call Handling System, plays a vital role in capturing and managing voice communications across SHA’s Traffic Operations Centers (TOCs) and the Statewide Operations Center (SOC). Enhancing this system will provide a fail-safe, turn-key solution that improves operational efficiency, supports training and quality assurance, and ensures continuity of critical services.
Together, these upgrades will modernize SHA’s communication framework, strengthen system resilience, and support the agency’s mission to deliver timely and coordinated responses to transportation incidents across the state.
