2215 East 3rd Street Development

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”) is requesting proposals for the City’s Logistics Department, from responsible and responsive firms to provide a proposal or proposals for the development of the property located on 2215 East 3rd Street, Panama City, FL 32401, specifically the parcel more particularly described on Exhibit A, Bay County Property Identification number 22545-000-000 (the “2215 East 3rd Street Property”). The development may include, but is not limited to, the planning, design, permitting, financing, construction, and construction management of the 2215 East 3rd Street property for the development of a cottage court or similar residential community. The proposed development should maximize the potential of the property, complement the surrounding neighborhood, and represent the best use of the site while furthering the City of Panama City's redevelopment and community planning goals. The City may select a proposer or proposers to enter into negotiations for the development of the 2215 East 3rd Street Property, and proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services requested under this RFP and to implement the plan and development accepted by the City. No reimbursement will be made by the City for any costs associated with providing a proposal or for providing additional information as a result of requests for more information or as a result of negotiations.

Proposals will be received until 9:00 a.m. CT on September 16, 2026, at which time the bids received will be publicly opened in City Hall, Lower Level, Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.

The City shall accept the proposal of the responsive and responsible proposer that best meets the needs of the City, taking in consideration, among other things, the financial responsibility of the proposer, the development plan, design and operational philosophy, the proposed plan for the financing and construction, the proposed process for negotiating the agreement and/or lease terms, capability to perform the agreement on a timely basis, previous satisfactory performance, and other such abilities of the proposer that the City, in its sole discretion, determines will enable the proposer to perform effectively and efficiently.

The City reserves the right to negotiate with one or more proposers, to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract and/or lease or other agreement deemed to be in the best interest of the City.

The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.

The purpose of Addendum No. 1 is for the City of Panama City (“City”) to provide
updated information to the Request for Proposal (RFP) No. PC26-044 ~
2215 East 3rd Street Development project, and it shall become part of the
Contract Documents.
Addendum No. 1 Extends the Proposal Submission Deadline Time and provides an
Addenda Acknowledgment Form to the Contract Documents, and they are amended
in the following particulars:
I. Deadline for the Submission of Proposals
1. The proposal submission deadline time is hereby extended to 10:00 AM CT on
September 16, 2026.
II. Addenda Acknowledgment Form
1. Proposers must acknowledge receipt of Addenda by completing the Addenda
Acknowledgment Form (attachment), and it must be included with the proposal
submission.
