    SECTION 1 – INVITATION
    The Village of Lake Zurich (“Village”) invites qualified architectural and engineering firms to
    submit Statements of Qualifications for professional services related to the relocation and design
    of a new Fire Station No. 1. Requested qualifications include, but are not limited to, surveying,
    architectural and engineering design, agency coordination, project management, permitting,
    environmental services, and other tasks necessary for project planning and construction.
    All services shall be performed in accordance with accepted industry standards and in full
    compliance with all applicable federal, state, and local laws, ordinances, and regulations.
    Through this RFQ process, the Village intends to select a professional firm with which it can
    establish a long-term partnership to provide comprehensive planning, design, and construction-
    phase services for this project.
    A site has been acquired to house the new facility. The Village is requesting that all submittals
    include a representative building concept of what the Future Station 1 could look like, laid out on
    the newly acquired site at 135 South Old Rand Road.

    SCOPE OF POTENTIAL SERVICES
    Services may include, but are not limited to, the following:
    Professional Studies and Design Services
    Evaluations, site surveys, investigations, analyses, recommendations, cost and schedule
    estimates, testing, reports, studies, and designs; preparation of plans and construction
    documents (including drawings prepared using current versions of AutoCAD,
    MicroStation/GeoPak, or equivalent software meeting project requirements); and field
    inspections.
    Project Development and Coordination
    Professional involvement throughout all phases of the project, including development of
    programs; preparation of contract plans, specifications, and cost estimates; coordination with
    reviewing agencies; and timely management of project correspondence, all in conformance with
    applicable standards and regulations.
    Permitting, Bidding, and Procurement Support
    Preparation of documents for engineering, architectural, permitting, and general contracting
    services; attendance at commission and public meetings for site and plan approvals;
    participation in pre-bid conferences; responses to contractor inquiries; issuance of addenda as
    necessary; evaluation of bids for responsiveness, qualifications, and capacity; and
    recommendation of the lowest responsive and responsible bidder.
    Construction Phase Services
    Construction administration and management services throughout all phases of work, including
    oversight of planning, design, and construction from project initiation through completion.
    PROPOSAL COST
    Cost information shall not be included in the RFQ response in any form. Following qualification-
    based selection, the Village will request a detailed fee proposal from the most qualified firm (or
    firms deemed equally qualified) for the defined project scope. Compensation will be structured
    by project phase, with a percentage allocation for each phase.
    If the Village and the selected firm are unable to reach an agreement on scope or fees,
    negotiations will be terminated and initiated with the next most qualified firm. If agreement
    cannot be reached after negotiations with three firms, the Village reserves the right to
    reevaluate the RFQ process.

    BACKGROUND
    Fire Station No. 1 was constructed in 1980 and originally served as the primary headquarters for
    the Village’s volunteer fire department. The facility is a single-story structure with a partial
    basement, consisting of approximately 9,360 square feet on the main level and 2,450 square
    feet in the basement, for a total of approximately 11,810 square feet.
    Since 1980, the Village has experienced significant growth, and Fire Station No. 1 no longer
    provides adequate space to support current operational, staffing, and service delivery needs.
    While the facility has undergone multiple renovations over its 46-year history to accommodate
    the transition from a volunteer-based department to a full-time, 24-hour operation, these
    modifications have exceeded the building’s functional and spatial limitations and no longer meet
    contemporary standards for a modern fire station.
    SECTION 2 – COMMUNITY PROFILE
    The Village of Lake Zurich is an established community recognized as a key economic hub in
    southwest Lake County. The Village is strategically located at the intersection of U.S. Route 12
    (Rand Road) and Illinois Route 22. Lake Zurich is a family-oriented community comprised
    primarily of single-family residences and a highly educated population, with strong participation
    in youth activities, athletics, and community engagement.
    The Village features a mature industrial park with numerous manufacturing businesses, a
    thriving retail and dining corridor anchored by major national retailers, and a revitalized Main
    Street District that has undergone significant redevelopment in recent years.
    Fire Department
    The Lake Zurich Fire Department is a full-service organization providing fire suppression, rescue,
    emergency medical services, special response teams, emergency management, fire prevention
    and community risk reduction services
    The Department maintains a long-standing contractual relationship with the Lake Zurich Rural
    Fire Protection District and operates four fire stations serving approximately 25 square miles and
    more than 37,000 residents.
    Both the Village Fire Department and the Lake Zurich Rural Fire Protection District hold an ISO
    (Insurance Services Office) rating of Class 3, indicating a high level of fire protection capability.

    The Department employs 55 full-time sworn officers and firefighters operating on a 24-hours-
    on/48-hours-off shift schedule across four stations, with 13 on-duty personnel per shift and four
    administrative officers working 40-hour schedules. The Fire Prevention Bureau is staffed by
    three full-time civilian personnel.
