Cleveland Community College is soliciting and accepting Statements of Qualifications
(SOQs) from qualified firms or individuals licensed in the State of North Carolina to provide
Special Inspections and Material Testing services for the construction of a three-story
mixed-use building located at 137 South Post Road in Shelby, NC.
The new 45,422-square-foot facility will be constructed primarily of structural steel, precast
concrete, composite decking, metal framing, masonry, and a concrete slab-on-grade
supported by a deep foundation system.
Based on the NC Statement of Special Inspections, required observations include
verification of soils and rammed aggregate piers; structural steel inspection; high-strength
bolting; welding of structural steel; cold-formed steel decking; open-web steel joists and
joist girders; cold-formed steel framing; concrete construction; masonry construction;
sprayed fire-resistant materials; fire-resistance penetrations and joints; retaining wall
systems greater than 5 feet; and seismic resistance inspections.
All SOQs must include:
1. Cover Letter
2. Firm Background & NC Licensure
3. Project Team Qualifications – résumés and certifications
4. Relevant Experience – NC higher education, county, or state projects preferred
5. Inspection & Testing Approach – staffing plan, turnaround times, coordination methods
6. Unit Pricing
7. Quality Control Procedures
8. References
9. Proof of Insurance
Firms responding to this Request for Qualifications must submit three (3) copies of their
Statements of Qualifications, including unit pricing for services. The deadline for receipt of
SOQs is Tuesday, February 24th, 2026.
