I. General Scope of Work
Pursuant to the Designer Selection Statute, G.L. c. 7C, §§ 44-58, the Town of Truro ("Town") is requesting designers to submit SOQs stating their qualifications to provide designer services in connection with the following project:  To perform facility evaluations of Town owned facilities to determine short-term and long-term maintenance and space needs while also using the Town decarbonization plan as a guide.

Statements of Qualifications ("SOQ") will be accepted until 2:00 PM. EST on Friday, September 18, 2026, at the offices of the Town Manager, 24 Town Hall Rd., PO Box 2030, Truro, MA 02666.  Seven (7) copies of the SOQ must be submitted in a sealed envelope or box marked "Designer Services for Truro Facility Evaluation."  All SOQs will be evaluated based on the criteria set forth in this RFQ and a short list of finalists will be developed.  The finalists will be interviewed and a final selection made after the completion of the interview process.

I. General Scope of Work
Pursuant to the Designer Selection Statute, G.L. c. 7C, §§ 44-58, the Town of Truro
(“Town”) is requesting designers to submit SOQs stating their qualifications to provide
designer services in connection with the following project: To perform a facility
evaluations at the following Town owned facilities to determine short-term and long-

Statements of Qualifications (“SOQ”) will be accepted until 2:00 PM. EST on Friday,
September 18, 2026, at the offices of the Town Manager, 24 Town Hall Rd, Truro, MA
02666. Seven (7) copies of the SOQ must be submitted in a sealed envelope or box
marked “Designer Services for Truro Facility Evaluation.” All SOQs will be
evaluated based on the criteria set forth in this RFQ and a short list of finalists will be
developed. The finalists will be interviewed and a final selection made after the
completion of the interview process.
The firm selected for the contract will be required to furnish the necessary personnel,
materials, services, equipment, facilities (except as otherwise specified herein) to perform
evaluations and related design services specified in the Scope of Services in Attachment
1 to this RFQ.

Questions may be emailed. Written responses, if any, will be emailed to all bidders on
record as having requested the RFQ in the form of addenda to this RFQ.
Each applicant must be an architect registered in Massachusetts. The minimum criteria
(“Minimum Criteria”) that must be satisfied by each firm to be considered for award of a
contract are set forth in this RFQ.

The Town will evaluate all SOQs submitted, eliminate any SOQs that do not meet the
Minimum Criteria, develop a ‘short list’ of the three top-ranked applicants, and (at the
Town’s discretion) schedule interviews with those applicants. The contract will be
awarded in accordance with the Designer Selection Statute. The Designer’s fee will be
negotiated. The Designer will execute a Contract prepared by Town Counsel as attached
in Attachment 2 to this RFQ.
The Designer will also be required to execute and include with its SOQ the
CERTIFICATIONS REUQIRED BY LAW (form included in this RFQ) and a
completed DCAMM Standard Designer Application Form for Municipalities (which
may be obtained at: https://www.mass.gov/info-details/for-municipalities-and-public-
agencies), all as required by law.
II. Project Background
The responding firm must clearly demonstrate in its SOQ an understanding of the local
community and the existing conditions of the facilities to be evaluated. The current
facilities range in age from 16 years to 32 years old. Knowledge of the facilities, and
how they operate, is critical to effectively determine the short term and long-term future
maintenance and space needs, while also utilizing the Town’s decarbonization plan as a
guide. This RFQ seeks professional design services to properly and thoroughly identify
needs which will impact the mission of the municipal operations housed in the respective
facilities.

III. Scope of Services
See Attachment 1 to this RFQ.
IV. Minimum Criteria
The Designer must meet the following minimum qualifications to be considered for award of a
contract:
Five consecutive years’ experience in the design of public buildings in Massachusetts.
Completed the full architectural design of a minimum of 3 Massachusetts public
facilities (new construction) in the past ten (10) years and, if not included in one
of the foregoing 3 projects, one 1 new Massachusetts public facility for which your
firm provided design and construction administration services within the past five
(5) years.
Possess all necessary current licenses and registrations to qualify under
Massachusetts law to perform the function of the designer of the project.

The designer must clearly demonstration satisfaction of the foregoing in its SOQ.
V. Contents of SOQ
Each responding firm MUST INCLUDE in its SOQ a completed DCAMM Standard
Designer Application Form for Municipalities (see https://www.mass.gov/info-
details/for-municipalities-and-public-agencies). In addition, unless the following
information is already included in its completed DCAMM Standard Designer
Application Form for Municipalities, each firm must clearly provide the following
information in its SOQ:
Name and address of applicant.
Resume/CV of principals and staff to be assigned to the project.
List of projects demonstrating satisfaction of the Minium Criteria.
Current contact information and project names for the last five Massachusetts
municipal public buildings (new construction) for which your firm prepared design
plans and specifications.
Names of third-party engineers and other consultants that will be used for the project.
Plan of services demonstrating understanding of the services required.
Schedule which reflects timetable for completion of project.
Evidence of insurance for general liability ($2 million combined single limit),
automobile ($2 million combined single limit), worker’s compensation (statutory) and
professional services liability ($2 million minimum.).
the names and addresses of all partners, if a partnership, of all officers, directors and
all persons with an ownership interest of more than 5 per cent in the applicant if not a
partnership;
the registration number and status of each person identified in response to the
preceding bullet in every jurisdiction in which such person has ever been registered as
an architect, landscape architect or engineer;
a list of all projects for all public agencies within the commonwealth for which the
applicant has performed or has entered into a contract to perform design services
within the 5-year period immediately preceding the filing of the information required
in this section;
a list of all current projects for which the applicant is performing or is under contract
to perform any design services; and
if the applicant is a joint venture, the information required in this section shall be
required for each joint-venturer, as well as for the joint venture itself.
Demonstration of satisfaction of Minimum Criteria (if not otherwise demonstrated in
response to any of the foregoing).
Statement of any legal or administrative proceedings pending or concluded adversely
to the applicant within the past five (5) years which relate to the applicant’s
performance on a public project.

Certifications Required by Law (form included in this RFQ)
Current income statement.
VI. Evaluation Process
A. The Procurement Officer or her designee shall review each SOQ to determine
whether it meets the Minimum Criteria. Any SOQ which fails to meet any of
the Minimum Criteria will be rejected as non-responsive.
B. All designers satisfying the Minimum Criteria shall be evaluated based
solely on the evaluation criteria specified in this RFQ (“Evaluation Criteria”),
below.
C. In evaluating SOQs, the Town may make any investigations deemed relevant
to the selection process.
D. The Town may choose to interview and/or request proposals from the three top-
ranked finalists.
E. The contract will be awarded to the most qualified designer as determined by
the Town.
F. The Town shall request a fee proposal and negotiate a fee with the top-ranked
firm. If a fee cannot be negotiated to the Town’s satisfaction within 30 days,
the Town may reject the SOQ and begin fee negotiations with the next, top-
ranked firm.
VII.
Evaluation Criteria
SOQs will be evaluated and ranked based upon the following criteria:
(i) prior similar experience;
(ii) past performance on public and private projects;
(iii) financial stability;
(iv) identity and qualifications of the consultants who will work with the applicant on
the project
The Town will develop a short list of finalists and interview those finalists. The final
selection will be made after the interview process is complete.
VIII. General Provisions
The Town reserves all rights permitted by law, including without limitation the right

to reject any and all SOQs and to waive any informalities.
The Town will not be responsible for any expenses incurred in the preparation or
submission of SOQs by the applicants.
To the extent permitted by law, the Town may award follow-on design
services to the design firm awarded a contract in response to this RFQ.
Upon submission, all SOQs, plans and specifications will become the property of the
Town and will be subject to disclosure in accordance with the Massachusetts Public
Records Law.
The selected Designer will be required to comply with all applicable federal state and
local laws, ordinances and regulations.

IX. Fees for Services
The fee for services will be negotiated with the successful design firm selected. Once
selected, the top-ranked design firm will be asked to submit a Fee Proposal. The fee
proposal must include the certification required by G.L. c.7C, § 51(b) (Truth-in-
Negotiations Certificate). DO NOT SUBMIT A FEE PROPOSAL WITH YOUR
SOQ.
If and when requested by the Town, the top-ranked designer shall provide the following
information as part of the fee proposal:
Professional Personnel Rate Sheet
A rate sheet showing the hourly rate for all Professional Personnel positions to be
assigned to the project. Include on the rate sheet aforementioned the rates to be
charged for all reimbursables necessary for the project such as telephone, mileage,
printing, photocopying, postage, etc.
Project Hours
A table showing the estimated project hours for each professional position for each
task listed in the scope of services and a detailed listing of the staff hours and cost
per hour for each staff position.
Additional Fees for Services
Provide the hourly fee for attending an additional meeting in Truro. Indicate whether
the meeting fee would include travel time and reimbursable expenses such as
mileage.
