THIS IS A NOTICE OF CONTRACT ACTION (NOCA); THIS IS NOT A SOLICITATION FOR PROPOSALS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS NOCA OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS NOCA IS TO NOTIFY INDUSTRY OF THE USAF'S INTENT OF CONTRACT ACTION AND POSSIBLY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.





Justification, Statutory Authority: FAR 13.601(b)(1) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements.

The Air Force Material Command (AFMC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source contract to Innovatrium (Competing Values LLC) 304 1/2 S State ST STE B Ann Arbor, Michigan 48104 for Project Mercury Workshop. This will be in accordance with the Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items. Innovatrium. is the only known company that is capable of providing the workshop.





The acquisition of services will be to provide a Project Mercury Workshop.





The North American Industry Classification System Code (NAICS) is 611430 and the size standard is $15M. The Government intends to solicit and negotiate with only one source under the authority of



10 U.S.C. 3572. This notice is not a request for competitive proposals. Any interested parties believing they can meet all the requirements listed above, may submit a capability statement detailing how all requirements can be met. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) Wednesday 9:00 A.M., Pacific Standard Time, 9 July 25.





The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.601(b)(1) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-





(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or



(B) Unacceptable delays in fulfilling the agency's requirements.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
