Description

The CER is entering a significant round of collective bargaining with PIPSC. Several members of the Bargaining Team and the SMC have limited or no prior experience with collective bargaining. As a result, the CER anticipates increased scrutiny and oversight throughout the mandate development and approval process. The organization must balance alignment with TBS direction while addressing CER‑specific operational priorities. The contractor will provide advisory services to CER management and act as the chief employer negotiator on behalf of the CER in negotiations with PIPSC for a new collective agreement. The contractor will deliver expert advice and consulting services on all aspects of collective bargaining, including negotiation strategy, mandate development, dispute resolution, and representation of the CER throughout the bargaining process.
