REQUEST FOR PROPOSALS
Independent Contractor
Family Self-Sufficiency (FSS) / Supportive Services Coordinator
1) INTENT
The City of Peekskill Section 8 Program (the “City”) is seeking proposals from qualified individuals or firms to
provide independent contractor services as a Family Self-Sufficiency (FSS) / Supportive Services Coordinator for
the City’s Housing Choice Voucher (HCV) Program. The selected contractor will be responsible for the
administration and implementation of the HUD Family Self-Sufficiency Program and providing supportive
services to HCV participants including participant case management, supportive-service coordination, program
compliance, reporting, outreach, and community partnership development.
This RFP is issued in accordance with applicable federal procurement requirements, including 2 CFR Part 200,
and is intended to provide prospective proposers with the information necessary to prepare and submit a
comprehensive proposal. The successful proposer will perform services as an independent contractor and not as
an employee of the City.
2) SPECIAL CONDITIONS
This solicitation is for professional FSS and supportive services coordination. All activities under the resulting
agreement must comply with applicable federal, state, and local laws, HUD regulations and guidance, City
policies, the City of Peekskill Section 8 Program’s approved FSS Action Plan, and the City of Peekskill Section 8
Administrative Plan. The contractor must exercise independent judgment in performing the contracted services
while coordinating with and reporting to the Director, Section 8 Rental Assistance.
3) OVERVIEW
The City seeks a qualified contractor to support HCV participants in achieving economic independence and long-
term self-sufficiency. The contractor will serve as a liaison, mentor, advocate, case manager, and program
coordinator. Services will include program administration, participant enrollment and case management, escrow
oversight, referrals and enrollments in supportive services, outreach and recruitment, community resource
development, workshops, HUD compliance, data entry, and reporting.

The City reserves the right to amend the RFP based on questions and issues raised at any time prior
to the RFP submission deadline.
Please not that we reserve to right to change the timeline, at which time all participants will be
notified of the changes.
The PCS will be selected based on its fee proposal (50%) and quality of experience (50%).
5) TERMS OF CONTRACT
Contract Type: Independent Contractor FSS Supportive Services Coordinator
Contract Duration: The term of the HUD grant or such other term as specified in the final contract agreement,
subject to funding availability and all required City approvals.
Compensation: The Contractor shall be compensated at the rate established through the applicable procurement
and contract process for services actually rendered. Payment shall be contingent upon satisfactory performance of
the services, completion and submission of all required deliverables, and submission of properly documented
invoices. Compensation shall not exceed $70,000 per contract year, subject to the availability of appropriated
funds.
Work Schedule: Flexible and based on program needs, participant needs, deliverables, and contractor availability.
Some in-person duties within the City of Peekskill and surrounding service area will be required.
Reporting Structure: The contractor shall report to the Director, Section 8 Rental Assistance, City of Peekskill.
6) PROPRIETARY INFORMATION
The New York State Freedom of Information Law, Public Officers Law, Article 6, provides for public access to
records, subject to applicable exemptions. Information a proposer requests be treated as proprietary or confidential
trade information should be clearly identified and labeled “Confidential” or “Proprietary” on each applicable page
at the time of submission and accompanied by a written statement explaining the basis for the requested
exemption from disclosure. The City will determine disclosure obligations in accordance with applicable law.
7) RIGHT TO REJECT PROPOSALS
This RFP does not commit the City to award a contract, pay any cost incurred in preparing a proposal, or procure
or contract for services. The City intends to make an award in the best interest of the City and reserves the right,
to the extent permitted by law, to accept or reject any or all proposals, waive informalities, request clarification,
negotiate with qualified proposers, or cancel this RFP in whole or in part.
8) QUALIFICATIONS
The selected contractor must demonstrate the professional capacity to independently administer FSS/supportive
services and manage a participant caseload while maintaining accurate records, meeting deadlines, coordinating
with community-based organizations, and complying with HUD and local requirements.
9) SCOPE OF WORK
The following are the City’s minimum service requirements. Proposals should address each service area and
identify any additional services that would strengthen program delivery.
A. Program Administration & Management
Develop, maintain, and update the FSS Action Plan in compliance with HUD guidelines.
Administer the FSS Program in accordance with federal regulations, HUD guidance, and local policy.
Maintain complete and accurate program documentation, including Contracts of Participation (COPs),
Individual Training and Services Plans (ITSPs), escrow records, participant case files and notes, and the FSS
waiting list.
Facilitate and manage participant enrollment, eligibility, program participation, extensions where applicable,
and graduation.

Attend, create, and coordinate with the Program Coordinating Committee (PCC), including recruiting and
retaining partner organizations.
Serve as a primary point of contact for FSS participants and program stakeholders.
Prepare and submit required reports to HUD, the City, and other required entities concerning program
performance and participant outcomes.
B. Case Management & Supportive Services
Conduct intake assessments to determine participant readiness, strengths, goals, and barriers to self-
sufficiency.
Create individualized service plans addressing educational, employment, financial, and other self-sufficiency
goals.
Provide ongoing coaching, case management, follow-up, and plan adjustments as needed.
Refer and connect HCV participants to supportive services, which may include transportation, childcare,
substance abuse counseling, mental health care, employment and training resources, educational services,
benefits assistance, financial counseling, and other community resources.
C. Escrow Account Oversight
Collaborate with Section 8 and/or Finance staff to calculate, monitor, and reconcile FSS escrow accounts as
appropriate.
Provide participants with regular escrow balance information.
Coordinate documentation and facilitate final escrow disbursement upon successful program completion,
consistent with HUD requirements and City procedures.
D. Community & Resource Engagement
Establish and maintain relationships with local service providers, training centers, employers, financial
institutions, educational organizations, and other community partners.
Maintain an up-to-date referral and resource directory.
Organize, deliver, or coordinate workshops such as financial literacy and budgeting, employment readiness,
credit repair, and homeownership education.
Advocate on behalf of participants with community partners when appropriate.
E. Outreach & Recruitment
Promote the FSS Program to eligible HCV participants using appropriate outreach methods.
Host program orientations explaining program requirements, benefits, participation expectations, and
opportunities.
Use inclusive and equitable outreach strategies designed to reach eligible and underserved populations.
F. Compliance, Data & Reporting
Ensure adherence to HUD requirements and City/local program policies.
Enter and maintain FSS information in HAPPY Software.
Submit annual and other required HUD reports using PIC or other HUD-designated systems.
Maintain files and documentation in audit-ready condition and provide records needed for HUD monitoring,
audits, or City review.
Stay current with HUD policy changes and FSS program best practices.
10) MINIMUM QUALIFICATION REQUIREMENTS
Bachelor’s degree in Social Work, Human Services, or a related field is preferred.

Minimum of two (2) years of relevant experience in case management, housing, social services, or a closely
related field.
Familiarity with Section 8/Housing Choice Voucher and HUD Family Self-Sufficiency programs is highly
preferred.
Strong written and verbal communication skills.
Demonstrated ability to work independently, manage caseloads, maintain organized records, and meet
deadlines.
Experience working with diverse populations and community-based organizations.
Ability to use case-management, housing, and/or data systems; experience with HAPPY Software and HUD
reporting systems is preferred.
Possession of a valid New York State driver’s license at the time of contract execution preferred.
Ability to travel locally for participant meetings, outreach events, partner meetings, and community
engagement.
11) PROPOSAL FORMAT AND REQUIRED SUBMISSION
Proposals should be organized to correspond with the sections below and should provide sufficient detail for the
City to evaluate the proposer’s qualifications, approach, availability, and cost.
Cover letter identifying the proposer and acknowledging the proposer’s interest in serving as an independent
contractor.
Individual/firm profile, including business structure, office location(s), primary contact information, and the
person(s) who will perform the work.
Resume(s) for the proposed contractor and any key personnel, including education, relevant certifications,
employment/contract history, and areas of expertise.
Description of relevant experience with FSS, Housing Choice Voucher programs, case management,
supportive services, HUD-funded programs, or similarly situated public-sector clients.
Detailed narrative describing the proposer’s approach to each component of the Scope of Work.
Description of availability, anticipated in-person presence, caseload management approach, and method of
communicating with City staff and participants.
Description of experience developing community partnerships and coordinating supportive services.
At least three (3) professional references from current or previous clients/employers that can speak to relevant
experience and performance.
Detailed cost proposal. Proposers should clearly state the proposed hourly, monthly, fixed, or other rate
structure; any maximum contract amount assumptions; and any additional reimbursable costs, if applicable.
Any exceptions or requested deviations from the RFP requirements.
A completed and signed Exhibit A – Request for Proposal Specification.
12) EVALUATION AND SELECTION
The City intends to select the proposal that provides the best overall value and demonstrates the strongest ability
to meet program needs. The City may consider, among other lawful factors, the following:

13) INDEPENDENT CONTRACTOR RELATIONSHIP
The successful proposer will be engaged as an independent contractor. Nothing in the resulting agreement shall be
construed to create an employer-employee relationship, partnership, joint venture, or agency relationship between
the contractor and the City. The contractor will be responsible for the means and methods used to perform the
contracted services, subject to the required scope, deliverables, deadlines, applicable law, HUD requirements, and
City policies. The final contract will govern insurance, taxes, confidentiality, records, indemnification,
termination, and other legal terms.
