Description
The Bureau of Reclamation (BOR), Missouri Basin Region (MB), Montana Area Office (MTAO) intends to solicit a Brand-Name Requirement utilizing Basler Electric / Basler Systems¿ DECS-2100 Digital Excitation Control System under Solicitation 140R6025Q0047.

This purchase will be made utilizing Simplified Acquisition Procedures, FAR 13.106-1.
The anticipated award date is October 17, 2025.
It is anticipated the proposed award will result in a Firm-Fixed-Price contract, to one contractor.

Please note: this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above by no later than Sept. 2, 2025, 11:00 am MDT.

A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.

Supply Requirement
(taken from Basler¿s Guide Form Specification for their DECS-2100 Digital Excitation Control System)

1.        Objective
This specification establishes the requirements and characteristics that shall be met for the procurement of a DECS-2100 Digital Excitation Control System for use with a brush-type synchronous generator.
2.        Description
2.1.        System Overview
The digital excitation control system will be designed to work directly into the generator main field and supply its voltampere requirements. The excitation system will be a high initial response design as defined by IEEE 421.2 and be provided with controls, limiters, and protection to safeguard the machine.
The system will also offer an optional power system stabilizer (PSS) that operates in conjunction with the AVR/exciter function to dampen local-mode, inter-area, and inter-unit power system oscillations. The PSS will incorporate a user-selectable integral of accelerating power.
The DECS-2100 will be provided with Windows®-based software (BESTCOMS¿Pro) for excitation system setup and commissioning.
2.2.        Equipment Description
The Basler Electric DECS-2100 Digital Excitation Control System is a multi-microprocessor-based control system with high computational speed of advanced control functions and algorithms. It provides detailed event recording, data logging, and communications to external control systems. The DECS-2100 can be scaled to generation units of all applications. A user-friendly PC software tool, BESTCOMS¿Pro, is used to change settings for the various limiting and protection functions, download new system firmware, develop new system configurations, and retrieve diagnostic information.
The DECS-2100 system may consist of multiple thyristor power converters, each with its own digital firing control. Multiple converters can operate with multichannel control logic for increased reliability. Operator control can be provided through a single cable connection to a local and/or remote IDP-1500 Interactive Display Panel for operator control and monitoring of the system. Additional provisions for communication interface with a PLC, SCADA, plant DCS (distributed control system), or traditional discrete switches and meters are provided.

3.        Functional Description
The design of the DECS-2100 Digital Excitation Control System permits flexibility in the system architecture for what is most appropriate for the application. Configurations include a single-channel system and alternates for a dual-channel or three-channel system, with each system using redundant power converters. The control channel consists of a multi-microprocessor-based module for digital sensing, regulation, SCR firing control and sequence control algorithms. The cabinet lineup includes a logic cabinet and the required number of cabinets for the power converters and auxiliary devices.
