Submission instructions. Quotes may be submitted by mail, email, or hand delivery. Quotes must be received
by the deadline. The City is not responsible for delays in transmission or delivery.
1. PURPOSE AND AUTHORITY
The City is soliciting quotes for emergency demolition and site abatement at the property described below. The
enforcing officer has determined that structures on the property constitute an immediate hazard requiring action
to protect the public under K.S.A. 12-1756. A copy of the City’s Declaration of Immediate Hazard and Order for
Emergency Abatement will be incorporated into the resulting agreement.
The successful contractor shall coordinate all work with the City and shall not begin demolition until the City
issues a written Notice to Proceed and confirms that required regulatory notifications, inspections, utility
clearances, and site-access requirements have been satisfied.
2. PROPERTY AND PROJECT AREA
Street address: 1610 W. Laurel Street, Independence, Kansas 67301
Legal description: The West 268 feet of the E/2 of the SW/4 of the SW/4 of the SW/4 of Section 25, Township
32, Range 15, Montgomery County, Kansas.
Structures: Twenty-nine (29) structures located within the project area and identified by the City during the pre-
quote site inspection.
Site inspection. Each bidder is responsible for inspecting the property and verifying site conditions, access,
quantities, structure locations, and the work necessary to provide a complete quote. Contact David Cowan to
arrange access before submitting a quote.
3. SCOPE OF WORK
• Provide all labor, supervision, equipment, transportation, permits, notifications, testing, and materials
necessary to complete the work.
• Secure the active work area and provide barricades, fencing, warning signs, pedestrian protection, and
traffic control as needed to protect the public.

• Demolish and remove the 29 structures identified by the City, together with attached decks, steps, skirting,
anchors, accessory structures, and demolition debris, unless the City identifies an item to remain in writing.
• Remove foundations, footings, and slabs associated with the structures. Existing public sidewalks shall
remain unless the City directs otherwise in writing.
• Remove fencing, shrubs, brush, and trees only where necessary to complete demolition, provide safe
access, or as specifically directed by the City. Vegetation not interfering with the work shall remain.
• Arrange for required utility locates and coordinate disconnection, termination, or capping of water, sewer,
gas, electric, telecommunications, and other services. Sewer connections shall be capped by a watertight
method and are subject to City inspection.
• Do not bury demolition debris on the property. Transport all waste to facilities legally authorized to accept
the applicable waste stream.
• Backfill excavations with clean, approved fill; compact as necessary to prevent settlement; grade the
property to drain without creating adverse drainage on adjoining property; place suitable topsoil where
necessary; seed disturbed areas; and leave the property clean, stable, and unobstructed.
• Control dust, mud, noise, and tracked debris and protect streets, sidewalks, utilities, adjoining properties,
and remaining improvements from damage.

4. ASBESTOS AND ENVIRONMENTAL COMPLIANCE
The contractor is responsible for compliance with all applicable federal, state, and local environmental and
occupational-safety requirements, including requirements of KDHE, EPA, and OSHA.
5. SCHEDULE AND EMERGENCY PROTECTION
• Demolition shall begin as soon as required inspections, notifications, waiting periods, utility clearances, and
City authorization permit, but no later than fifteen (15) calendar days after the Notice to Proceed unless the
City approves a written extension.
• All work shall be substantially complete within thirty (30) calendar days after the Notice to Proceed, subject
only to a written extension approved by the City for regulatory delay, severe weather, concealed hazardous
materials, or another circumstance beyond the contractor’s reasonable control.
• Time is of the essence because the structures have been determined to constitute an immediate hazard.
6. CONTRACTOR QUALIFICATIONS AND INSURANCE
• The contractor must be properly registered or licensed for the work and shall provide evidence of
experience completing comparable demolition projects.
• Before work begins, the contractor shall provide certificates of insurance acceptable to the City for
commercial general liability, workers’ compensation as required by law, and commercial automobile liability.
• Commercial general liability shall provide limits of not less than $1,000,000 per occurrence. Automobile
liability shall provide a combined single limit of not less than $1,000,000. The City shall be named as an
additional insured on applicable liability policies.
7. SAFETY, DAMAGE, AND INDEMNIFICATION
The contractor is solely responsible for the means and methods of construction, employee safety, site security,
and compliance with applicable safety laws. Damage caused by the contractor to streets, sidewalks, utilities,
adjoining property, or improvements designated to remain shall be repaired at the contractor’s expense.
To the fullest extent permitted by law, the contractor shall indemnify, defend, and hold harmless the City and its
officials, employees, and agents from claims, damages, losses, fines, penalties, and regulatory actions arising
from the contractor’s work, negligence, willful misconduct, or failure to comply with applicable law. Final
indemnification language will be included in the City’s contract documents.
8. INSPECTION, ACCEPTANCE, AND PAYMENT
• All work is subject to inspection and acceptance by the City. The contractor shall promptly correct deficient
or incomplete work at no additional cost.
• The contractor shall notify the City before capping utility connections and before covering work requiring
inspection.
• Final payment will be made only after completion and City acceptance of the work and receipt of required
closeout documentation, lien waivers, disposal records, and a properly submitted invoice.

9. QUOTE EVALUATION AND CITY RIGHTS
The City intends to award the work to the lowest and best responsible bidder whose quote is determined to be in
the City’s best interest. Price will be considered together with qualifications, experience, proposed schedule,
regulatory capability, completeness of the quote, and ability to perform the emergency work safely and promptly.
• The City reserves the right to accept or reject any or all quotes and waive minor informalities or
irregularities.
• The City reserves the right to request clarification or additional information and investigate a bidder’s
qualifications and ability to perform.
• The City reserves the right to reject an incomplete, conditional, nonresponsive, or materially noncompliant
quote.
• The City reserves the right to negotiate details within the scope of the solicitation when permitted by law and
City policy.
• The City reserves the right to delay or cancel the award when determined to be in the City’s best interest.
No contract exists until the City issues a written award and the parties execute all required contract documents.
The City is not responsible for costs incurred in preparing or submitting a quote.

11. BIDDER CERTIFICATIONS AND SIGNATURE
• The bidder has inspected the property and is familiar with observable site conditions.
• The quote includes all work and costs described as part of the base quote, except regulated asbestos
abatement subject to an authorized change order.
• The bidder can provide the required insurance, qualifications, licenses, and documentation.
• The bidder agrees that this quote will remain valid for thirty (30) calendar days after the submission
deadline.
