1. Introduction
Burke County Government is developing a licensed Facility-Based Crisis Center to expand
access to behavioral health crisis stabilization services and strengthen the regional crisis
continuum. The County has retained Holland & Hamrick Architects to lead architectural and
engineering services and is seeking an experienced Facility-Based Crisis operator to serve as
its Clinical Advisor throughout planning, design, and construction.
The Clinical Advisor will provide practical operational guidance based on real-world experience
establishing and operating Facility-Based Crisis Centers. The advisor's role is to help ensure the
completed facility supports safe, efficient, and compliant behavioral health operations while
complementing the work of the architectural team.
Burke County anticipates selecting the future operating provider through a separate competitive
procurement prior to facility completion. This engagement is intended to support successful
facility development rather than operation of the completed program.
The submittal deadline is Friday, September 4th, 2026, at 2:00pm.

Administrative and Scope questions can be emailed to purchasing@burkenc.org no later than
5:00pm, on Wednesday, September 2, 2026. Answers to all submitted questions will be posted
on the website below and provided to all those who submitted questions.
Any bid received later than the specified date and time will not be accepted or considered.
No public bid opening will take place; the bid results will be posted on the County website.

2. Overview
Burke County Government is soliciting a Request for Qualifications (RFQ) from organizations
with demonstrated experience establishing and operating licensed Facility-Based Crisis (FBC)
Centers to serve as the County's Clinical Advisor during the planning, design, and construction
of the Burke County Facility-Based Crisis Center. Burke County is committed to developing an
integrated behavioral health crisis continuum that improves access to timely, community-based
crisis services while reducing unnecessary emergency department utilization, supporting law
enforcement diversion, strengthening partnerships with healthcare providers, and improving
outcomes for individuals experiencing behavioral health crises. The Facility-Based Crisis Center
represents a critical component of this long-term vision, and the County is seeking an
experienced advisor to help ensure the facility is designed to support high-quality, sustainable
operations for years to come.
The selected Clinical Advisor will provide operational expertise and technical guidance
throughout the project to help ensure the completed facility is functional, compliant with
applicable behavioral health regulations, and well-positioned for successful transition to a future
operating provider.
Burke County has retained Holland & Hamrick Architects as the project's architectural and
engineering firm. The Clinical Advisor selected through this RFQ will complement the
architectural team's work by providing practical recommendations based on direct experience
developing and operating behavioral health crisis facilities.
The County is seeking a collaborative partner with real-world operational experience rather than
a traditional management consultant. The advisor's role is to provide strategic guidance, identify
potential operational challenges, and assist the project team in making informed decisions
during planning and design.
3. Project Background
Burke County has made a significant investment in strengthening the local behavioral health
crisis continuum through strategic use of North Carolina's opioid settlement funds. As part of this
effort, the County is developing a licensed Facility-Based Crisis Center to expand access to
timely, community-based behavioral health crisis services for Burke County residents and
surrounding communities.
The project involves renovation of the County-owned property located at 722 East Union Street
in Morganton, North Carolina, with the potential for future expansion as community needs
evolve. The facility is intended to provide short-term behavioral health crisis stabilization
services in a safe, therapeutic, and recovery-oriented environment.
Holland & Hamrick Architects has been retained to provide architectural and engineering
services for the project. Burke County is seeking a Clinical Advisor to provide operational insight
during planning and design to help ensure the completed facility supports efficient clinical
operations and aligns with current behavioral health best practices.
The Clinical Advisor will not replace the architect, engineer, or County project manager. Instead,
the advisor will serve as the County's behavioral health subject matter expert, providing practical

recommendations informed by experience establishing and operating Facility-Based Crisis
Centers.
The County expects the Clinical Advisor to:

4. Project Overview
Current Project Status
The County has completed acquisition of the project site and retained Holland & Hamrick
Architects to provide architectural and engineering services. The project is currently entering the
planning and design phase.
The Clinical Advisor selected through this RFQ will provide operational guidance throughout
design and construction to help ensure the completed facility supports successful operations
and future licensure.
Project Vision
Burke County's vision is to develop a modern behavioral health crisis facility that expands
access to timely crisis stabilization services while supporting recovery, patient safety, and long-
term sustainability. The County intends for the facility to become an important component of the
regional behavioral health crisis system and to complement existing emergency, behavioral
health, and community-based services.
