26-04, South Drive Sewer Interceptor
The City of Aberdeen will receive sealed Bids which require a trade Contractor to provide the
necessary services to furnish and install approximately 1,450 LF of 12” PVC sewer main,
approximately 150 LF of 18” PVC sewer main, including 4 lined pre-cast 48” manholes and 3
sewer service laterals (house connections) in the vicinity of South Drive in Aberdeen, Maryland.
The project also includes two point repairs on an existing 8” main along with approximately
45,000 SF of asphalt resurfacing and related site restoration work. The contract scope shall
also include field verifications, test pitting or surveying, sewer bypass, flow control, dewatering
operations, public notices, traffic control and road closures.

All bids must be sealed and plainly marked “26-04 SOUTH DRIVE SEWER INTERCEPTOR"
and be delivered to the City Office, 60 N. Parke St., Aberdeen, Maryland 21001, no later than
APRIL 30, 2026, at 1:00pm local time.
No announcement of award, if any, will be made until the Bids have been evaluated by the City.
Notice-of-Award, if any, will be given to the successful Bidder in writing. The City of Aberdeen
reserves the right to reject any or all Bids and to make an award, if any, that in their opinion
will best suit the needs of the City of Aberdeen.
All Bids shall be submitted (typed or written in ink) on the enclosed Bid Forms. Bids made on
any other than the enclosed Bid Form will not be considered. Changes in phraseology,
attachments, additions or limiting provisions will render the Bid informal and may cause its
rejection.
While cost is a contributing factor to be evaluated, the lowest bid may not be the basis for
award. Qualified bids shall be evaluated using the Bid Evaluation Matrix provided as part of the
26-04 Bid Package.
This contract shall be awarded, at the City’s discretion, to the bidder that best fulfills the
following qualifications. Qualified bids shall provide the following:
- Summary of any previous contract experience working for the City of
Aberdeen, whether it be utility related or not. This summary shall be
used to evaluate the product of prior projects executed by the Bidder on
behalf of the City.
- Summary of previous contract experience specifically related to sewer
utility replacements. This summary shall be focused on relevant project
experience qualifying the bidder to meet the requirements of 26-04
Special Provisions.
- Total Lump Sum Pricing for Exhibits 1 – 4 and Items as outlined below on
the 26-04 Bid Form.
Any award to the successful bidder is at the discretion of the City and shall be awarded based
on funds available. If the successful Bidder shall fail to execute the contract within thirty (30)
calendar days from Notice-Of-Award, the award may be annulled, and the contract awarded to
the second lowest responsible Bidder and such Bidder shall fulfill every stipulation embraced
herein as if he were the original party to whom the award was made, or the City of Aberdeen
may reject any or all Bids as its interest may require.
A pre-bid meeting is scheduled for APRIL 9, 2026, at 1:00PM local time, at 60 North Parke
Street, Aberdeen, Maryland. Bidders are expected to examine the Invitation to Bid,
Specifications, and the Bid Form carefully. The pre-bid meeting is not mandatory. In case
doubt shall arise as to the meaning or intent of anything in the Invitation to Bid, the
Specifications or the Bid Form, inquiry should be made to Shawn Brogan, Procurement Officer,

, no later than APRIL 23, 2026, at 4:00PM local time.
Bidders should take note of general provisions regarding Contract completion date, and
Liquidated Damages. Also, the special provision regarding the cost for City inspection services
for other than normal work hours.
A performance bond and a payment bond in the amount of 100% of the contract price and
certificate of insurance from the Bidder’s insurance carrier and a W-9 are required within ten
(10) calendar days from the time of notice-of-award.
A bid bond or a certified check in the amount of five (5%) percent of the Bid amount is required
with the submission of a Bid. As soon as the Bid prices have been compared, the Owner will
return the bonds of all except the three (3) lowest responsible Bidders. The bonds of the two
remaining lowest responsible Bidders will be retained until the payment and performance bonds
have been provided and approved and the Contract Agreement executed, after which the bid
bonds will be returned.
Shortly after the Bid is awarded, a pre-construction meeting will be held with the successful
Bidder, at which point a Notice to Proceed, and schedule will be established.
