T his Request for Proposal (RFP) is being released to allow eligible vendors an opportunity to

submit a proposal for the School Safety Communication and Emergency Response Technology

p roject.

Edenton-Chowan Public Schools will accept one proposal from each eligible vendor. The

s ubmitted proposal must also include experience/qualification and pricing for all hardware,

installation and requested services for all Edenton-Chowan Public School locations listed.

P roposals that do not meet the minimum requirements will be rejected without consideration.

Edenton-Chowan Public Schools reserves the right to reject any or all proposals.

Statement of Work:

E denton-Chowan Public Schools (ECPS) is requesting proposals from qualified firms to provide

p rofessional services for planning, installation, integration, testing, training, and initial

maintenance support for school safety communication and emergency response technology

improvements funded through the FY25 COPS School Violence Prevention Program (SVPP).

The selected firm will assist ECPS in implementing technology that improves security at schools

and on school grounds through evidence-based school safety equipment and emergency

communication systems. Proposed solutions must be compatible with ECPS’s existing

technology environment at John A. Holmes High School. Although this site is not included in the

immediate grant rollout, all proposed solutions for the active project locations must be inherently

compatible with it. This ensures a seamless path for future integration, allowing ECPS to easily

connect this school and others into a single, cohesive district-wide system at a later date.

Respondents should describe how their proposed system can support future site compatibility,

system expansion, interoperability, licensing, network connectivity, user management, alerting,

and centralized administration without requiring replacement of the core system being procured

through this project.

The project will serve DF Walker Elementary School, White Oak Elementary School, Chowan

Middle School, and the Edenton-Chowan Schools District Office. The project is intended to

modernize districtwide emergency communication, lockdown notification, intercom, visual

alerting, and related network and cabling infrastructure. ECPS seeks a firm with demonstrated

e xperience in K-12 school safety systems, public address and intercom modernization,

e mergency notification technology, low-voltage installation, structured cabling, school-based

technology integration, and compliance with federally funded procurement and implementation

requirements.

S pecifications:

● Furnish, install, program, integrate, and test approved safety communication equipment,

including district-level control center components, visual consoles, PA/intercom/network

u pgrades, project cabling, speakers, displays, call stations, panic buttons, alarm

notification devices, paging horns, and related accessories.

● Coordinate work at DF Walker Elementary School, White Oak Elementary School,

Chowan Middle School, and the District Office in a manner that minimizes disruption to

s chool operations.

● P rovide commissioning, end-user training, administrative training, system

d ocumentation, as-built documentation, warranty information, and maintenance

guidance.

● Conduct project kickoff meetings with ECPS leadership, technology staff, facilities staff,

school administrators, and law enforcement stakeholders.

● R eview existing site conditions and confirm technical requirements for emergency

c ommunication, intercom, public address, visual alert, panic/call station, cabling, and

network integration components.

● D evelop or confirm final system design, installation approach, implementation schedule,

equipment submittals, and integration plan for the approved COPS SVPP project scope.

● P rovide procurement support documentation needed to confirm cost reasonableness,

product compatibility, cooperative purchasing eligibility where applicable, and

compliance with federal procurement requirements.

● S upport post-installation troubleshooting and initial maintenance during the warranty or

agreed service period.

● Coordinate with ECPS and local emergency response partners as needed to support

d rill integration, alert testing, and system readiness.

Project Compliance:

The selected firm must perform all work in a manner consistent with the requirements of the

F Y25 COPS SVPP award, the STOP School Violence Act of 2018, 34 U.S.C. § 10551 et seq.,

a pplicable federal regulations, state and local procurement requirements, and ECPS policies.

R espondents should demonstrate familiarity with the following requirements:

● Federal Uniform Guidance procurement standards, including 2 CFR Part 200, as

a pplicable to local educational agencies.

● Full and open competition, cost reasonableness, conflict-of-interest standards, and

procurement file documentation.

● F ederal debarment and suspension requirements.

● Maintenance of records sufficient to support audit review, federal monitoring, and grant

closeout.

● P rotection of student privacy, civil rights, and the creation of a safe school climate that

d oes not create a punitive or prison-like atmosphere.

● C ompatibility with existing district technology, emergency operations planning, and

coordination with law enforcement and first responders.

Cost/Pricing:

E CPS will use the completed Cost/Pricing Proposal Sheet to evaluate cost reasonableness,

c ompare proposals, and support the federal procurement file for the FY25 COPS School

V iolence Prevention Program.

R espondents must complete the Cost/Pricing Proposal Sheet (Attachment A). Pricing must be

itemized and totaled by both site and major cost category, specifically identifying:

● Equipment & materials

● L abor & installation

● Software & licenses

● Training & support

● Recurring costs

● Total

R espondents may utilize eligible, competitively awarded cooperative purchasing contracts

permitted under federal procurement standards. If used, respondents must identify these

p roducts/services and provide sufficient documentation for ECPS to verify compliance, including:

● Contract number and awarded vendor

● Authorized reseller documentation

● P ricing structure, terms, and conditions

● Confirmation that the procurement was competitively solicited under Federal Uniform

G uidance and COPS grant requirements
