1. Purpose
The City's Engineering & Public Works Department is requesting a formal quote from qualified, licensed
fabricators to rebuild a 30-inch M&H check valve for the Tar River Reservoir Dam Raw Water Intake.
The valve failed, causing water to leak backward through the piping. It was removed, disassembled, and
inspected by Charles R. Underwood Inc. (CRU) and was determined to be in good condition for rebuilding
rather than replacement.
Please provide a quote based strictly on the scope and requirements outlined below.
2. Compliance
All work shall be performed in accordance with applicable state and local procurement requirements,
municipal purchasing standards, and generally accepted valve and pressure-piping repair practices.
3. Background / Valve Location
The failed valve is currently housed at the CRU facility, 2000 Boone Trail Road, Sanford, NC 27330, and
is available for viewing by appointment with James Patterson at (919) 895-8306.
The Fabricator shall furnish all parts and materials, labor, supervision, equipment, and tools necessary to
complete the work described below.
4. Scope of Work / Specifications
At a minimum, the selected Fabricator shall perform the following:
Provide or fabricate and machine a new valve shaft
Provide or fabricate and machine (2) new bronze body bushings
Machine and sleeve the valve body lid
Provide or fabricate and machine a new body seat ring
Extract old bolts from the swing seat
Machine swing seat flat and drill new bolt holes
Provide or fabricate and machine a new swing seat
Provide or fabricate and machine new gland bushings
Fabricate and provide new keys
Machine and remove old set screws in the armature
Reassemble and coat the rebuilt valve
Deliver the rebuilt valve to the Tar River Reservoir Water Treatment Plant, 4489 Leaston Rd.,
Rocky Mount, NC 27803 (City staff will offload using a City forklift)
5. Required Qualifications
Demonstrated experience rebuilding large-diameter check valves (24-inch or greater) for
municipal or public-sector water utilities
Licensed and qualified to perform machining, fabrication, and coating work of this nature
Ability to provide references for similar completed work
6. Deliverables
Fully rebuilt and reassembled 30-inch M&H check valve, coated per manufacturer/industry
standard
All new/machined components as identified in the Scope of Work
Delivery to the Tar River Reservoir Water Treatment Plant
Documentation of work performed, including any inspection or QA/QC records
7. Quote Submission Requirements
Please include the following in your response:
Itemized pricing for all labor, parts, materials, and equipment (lump sum or not-to-exceed
amount)
Estimated lead time/turnaround from receipt of the valve to completion
Proposed delivery date to the Tar River Reservoir Water Treatment Plant
Confirmation of licensing/qualifications relevant to this work
Any exceptions, clarifications, or assumptions to the Scope of Work above

9. Schedule
The Fabricator shall complete all work described in this Scope of Work, including delivery of the rebuilt
valve to the Tar River Reservoir Water Treatment Plant, within ninety (90) calendar days of the date of
contract award/notice to proceed.
10. Award
The award will be given to the lowest responsive, responsible vendor or in the best interest of the City.
The City reserves the right to reject any or all quotes.
