REQUEST FOR PROPOSALS (RFP)
MONTROSE COUNTY EVENT CENTER BEVERAGE CONCESSIONS
Montrose County is accepting sealed proposals from an experienced contractor with
outstanding credentials to provide alcoholic and non-alcoholic beverage services at the
Montrose County Event Center. Contractor will have the responsibility to ensure
beverage sales are provided at public events as required by the Montrose County Event
Center. Contractor will have the right to provide beverage services at meetings, private
parties and banquets. The successful proposer will work with event promotors and
coordinators to meet the event’s beverage needs. The Montrose County Event Center
is seeking a lease of space payment and a percent of gross sales agreement as offered
by the proposer.
The deadline for proposal submission is THURSDAY, FEBRUARY 12, 2026 at 2:00
p.m. Mountain Time.
RFP PACKAGE CONTENTS
The complete RFP package Montrose County Event Center Concession(s) contains the
RFP, Attachments 1-4, and Forms A-D. If a proposer discovers any ambiguity, conflict,
discrepancy, omission, or other error, he/she must immediately notify the County and
request modification or clarification. Questions must be sent to Faith Dunlap,
fdunlap@montrosecounty.net no later than 2:00 PM MST on MONDAY, FEBRUARY 2,
2026. Answers to questions of general interest will be posted as an addendum on the
Montrose County website (www.montrosecounty.net) no later than 2:00 PM MST on
FRIDAY, FEBRUARY 6, 2026. Any clarifications or modifications to the RFP will also
be posted on the Montrose County website as Addenda.
GENERAL REQUIREMENTS
To be considered for award, proposers must:
1. Guarantee proposal through contract of one calendar year.

2. Meet or exceed minimum requirements outlined in the RFP.
3. Return all documentation requested. Addenda may be issued up to seven (7)
calendar days prior to the proposal deadline. Acknowledgment of all addenda
must accompany the proposal.
4. Clearly identify, for non-disclosure purposes, any information within the proposal
that is proprietary in nature or protected by copyright, trademark, or other
intellectual property law.
5. Submit one (1) original proposal (clearly marked Original) and three (3) copies
(marked Copy).
6. Seal and mark proposal package exterior: Beverage Concessions, Due
THURSDAY, FEBRUARY 12, 2026, 2:00 PM MST. The package exterior shall
also bear the name of the proposing firm.
7. Submit the sealed proposal package to Montrose County Event Center, Attn:
Faith Dunlap, 1036 N 7th Street, Montrose, CO 81401 no later than THURSDAY,
FEBRUARY 12, 2026 at 2:00 PM MST, our clock.
Failure to follow any of items 1-7 above may result in disqualification. Proposers should
retain a copy of their proposal for their own records. All proposals become the property
of Montrose County and shall not be returned.
In addition to a written submission, which shall be the official submission considered for
award purposes, bidding consultants must email an electronic copy to
fdunlap@montrosecounty.net. It is requested that the electronic copy be in a Word or
PDF format which is accessible for electronic screen readers, however, such is not a
factor to be considered in the award process.
SITE VISIT/COMMUNICATIONS
The proposer shall become familiar with the Fairgrounds property and all readily
available information about the fairgrounds, and shall make as many site inspections as
necessary to thoroughly understand the layout of the facility. Site visits prior to the
project award must be scheduled. Contact Faith Dunlap at

Throughout the RFP process, from issuance through award, all communications must
be directed to Faith Dunlap, fdunlap@montrosecounty.net. Communication with other
county staff or officials regarding the RFP will be considered a violation of the terms of
the RFP and may result in disqualification from award consideration. Questions of
general interest will be addressed in an Addendum, posted to the County website, as
indicated in the RFP PACKAGE CONTENTS section above.
EVALUATION / AWARD OF CONTRACT
Proposals will be recorded, but not publicly opened on THURSDAY, FEBRUARY 12,
2026 at 2:15 PM MST at Montrose County Event Center, Meeting Room 1, 1036 N 7th
Street, Montrose, CO 81401.
Award(s) shall be made in the best interests of Montrose County. An Evaluation
Committee shall recommend contract award to the vendor(s) with the highest proposal
evaluation, using the following criteria: 1) experience in beverage operations; 2) menu
flexibility and ability to serve a diverse quality, 3) revenue to the County 4) special
considerations for existing agreements and programs. Revenue to the County is
defined as the amount bid for monthly concession privilege and space rental. The
County reserves the right to award the bid on the basis of the best overall value to the
County in the County’s sole determination.
It is anticipated that award will occur within one (1) month after the proposal deadline,
during a public meeting of the Board of County Commissioners (BOCC). See
www.montrosecounty.net for meeting schedules. All proposers will be notified of the
decision by mail. Upon award, contract documents will be issued; all required
documents must be returned within fourteen (14) calendar days.
The Board of County Commissioners may award based on the evaluation criteria
outlined in the Request for Proposals. In reviewing the proposals received, the County

reserves the right to reject, for any reason whatsoever, any and all proposals, and to
waive any informality or irregularity in a proposal. The award of contract may be based
on the complete proposal or any component thereof. The action to award a contract is
subject to approval by the Board of County Commissioners. The submission of a
proposal by any proposer does not in any way commit the County to enter into an
agreement with that proposer.

RIGHT TO CONSTRUCT NEW FACILITIES
As funding becomes available, the Event Center may engage in improvement and/or
expansion projects. Montrose County reserves the right to plan, finance, and/or erect
new facilities, according to the County’s best interests, and may take any action
deemed desirable, including leasing new or other available facilities to restaurant or
other concessionaires.

BACKGROUND
The Montrose County Event Center is located just a short distance from historic
downtown Montrose. The facility is a 93,000 square foot building with multiple event
spaces that is well suited for hosting equine events, ticketed events, banquets, private
parties, fundraisers, and trainings. In 2025, the following types of events were hosted
at the facility and represented by count of days on property:

OBJECTIVES
Since the Event Center is a reflection of the surrounding community, the County desires
to contract with an experienced firm or firms capable of creating a memorable, quality,
beverage experience.
Contractor will be asked to work with the Montrose County Event Center staff to assure
that the beverage needs for all events are met.
COUNTY RESPONSIBILITIES
The County shall provide:
• Access to the kitchen, concession areas, and equipment as detailed in
CONCESSION LOCATIONS AND EQUIPMENT below and as shown on
Attachment #3 - Concession Layouts
• Electric, gas (heat), trash, and water utilities
• Janitorial and maintenance service to public areas within the terminal
