1. Introduction
Pamlico County is seeking sealed proposals from qualified detention security electronics vendors, contractors, locksmiths, and system integrators for the replacement of security electronics, detention locking system components, and video management systems at the Pamlico County Detention Center.
The selected vendor shall provide a complete, turnkey detention security electronics, detention locking system, and video management system replacement. The project shall include PLC-based door control components, touch screen control stations, intercom system components, detention lock cylinder replacement, rekeying, keying schedules, video management software, cameras, recording and storage equipment, network infrastructure, monitoring workstations, installation, programming, integration, configuration, testing, training, warranty, maintenance, and support.

2. Project Location

The facility is an active detention environment. All work shall be coordinated with the Pamlico County Sheriff’s Office and Detention Center staff to maintain facility security and minimize operational disruption.
3. Background and Project Need
The existing detention center security electronics, detention locking system components, and video management systems require replacement due to age, end-of-life equipment status, operational needs, and long-term support concerns.
Preliminary planning information identifies the following project needs:
1. Replacement of the existing PLC-based door control system components.
2. Replacement or modernization of touch screen control stations.
3. Integration with existing detention door control operations.
4. Intercom system replacement or modernization.
5. Replacement of detention lock cylinders.
6. Development and implementation of a detention keying schedule.

The selected vendor shall verify final quantities, device locations, equipment conditions, lock cylinder conditions, keying requirements, cabling conditions, network requirements, storage requirements, door control requirements, intercom requirements, and installation requirements before final system design.
The completed system shall support detention facility operations, secure door control operations, secure key control, reliable lock cylinder operation, intercom communication, continuous video monitoring, continuous video recording, reliable playback, secure evidence export, and long-term maintenance.
4. Proposal Submission Requirements
Pamlico County will accept sealed proposals by mail, hand-delivery, and NC eProcurement.

Proposals submitted through NC eProcurement shall be submitted in accordance with the posting instructions for this solicitation. Proposals submitted through NC eProcurement must be submitted before the stated deadline and must comply with all NC eProcurement submission requirements.
Email and fax submissions will not be accepted.
Electronic copies submitted with paper proposals shall be provided on a USB drive enclosed within the sealed proposal package.
Sealed proposals will be opened on Wednesday, July 15, 2026 at 12:00 PM.

6. Bid Bond
A bid bond is not required for this Request for Proposals.
7. Scope of Work
The selected vendor shall furnish, install, program, integrate, configure, test, train, warrant, and support a complete detention security electronics, detention locking system, and video management system replacement.
The work shall include all labor, materials, equipment, software, licensing, cabling, mounting hardware, lock cylinders, keys, keying schedules, programming, documentation, testing, training, warranty, maintenance, and support required to deliver a fully operational detention security system.
The project shall include, but is not limited to, the following:

The detention lock cylinder replacement shall include, at a minimum:

4. Furnishing of approximately 30 cut keys.
5. Removal and disposal of existing cylinders.
6. Installation and adjustment of all new cylinders.
7. Testing of every cylinder and key for proper operation.
8. Delivery of all keys, key records, and key schedules to the County.
9. Final documentation of all installed locking hardware.
Installation shall be coordinated to maintain continuous detention facility security throughout the project.
8. Project Management
The selected vendor shall:
1. Assign a project manager to serve as the County’s primary point of contact.
2. Conduct a project kickoff meeting with County representatives.
3. Provide a detailed project schedule.
4. Coordinate work with the Sheriff’s Office, Detention Center staff, County Administration, and County technology representatives.

29. Evaluation Criteria and Selection Recommendation
Sealed proposals will be opened on Wednesday, July 15, 2026 at 12:00 PM.
After opening, proposals will be delivered to the Sheriff or the Sheriff’s authorized designee for review, evaluation, and selection recommendation.
The selection recommendation will be based on the Sheriff’s Office review of responsive proposals, subject to, but not limited to, the following evaluation considerations:
1. Installation timeline.
2. Cost.
3. Reputation and relevant experience.
4. Maintenance requirements.
5. Responsiveness to the RFP.
6. Ability to meet detention facility operational needs.
7. Warranty, support, and long-term service availability.
The Sheriff or the Sheriff’s authorized designee will review responsive proposals and provide a selection recommendation to the County.
The County reserves the right to reject any or all proposals, waive minor informalities, request clarification, and make the award deemed to be in the County’s best interest.
30. Award
Pamlico County reserves the right to award the contract to the responsible proposer whose proposal is determined to be most advantageous to the County, subject to applicable law, County policies, and approval by the appropriate County authority.
The County reserves the right to:
1. Reject any or all proposals.
2. Waive minor informalities.
3. Request clarification.
4. Conduct interviews.
5. Request demonstrations.
6. Negotiate where permitted by law.
7. Award all or part of the work.
8. Award alternates separately.
9. Cancel or reissue the solicitation.
10. Make the award deemed to be in the County’s best interest.
The County is not obligated to award to the lowest-priced proposer unless required by the final procurement method selected.
31. Contract Requirements
The selected vendor will be required to enter into a written contract acceptable to Pamlico County.
The contract will include:
1. Final scope of work.
2. Approved equipment list.
3. Project schedule.
4. Payment terms.
5. Insurance requirements.
6. Warranty terms.
7. Maintenance terms.
8. Confidentiality and security requirements.
9. Compliance with applicable laws.
10. Termination provisions.
11. Public records requirements.
12. Required certifications.
13. Additional terms required by the County.
No work shall begin until a contract, purchase order, notice to proceed, or other written authorization has been issued by the County.
32. Insurance
The selected vendor shall maintain insurance coverage acceptable to the County.
Required coverage includes:
1. Commercial General Liability.
2. Automobile Liability.
3. Workers’ Compensation.
4. Employer’s Liability.
5. Professional Liability or Technology Errors and Omissions.
6. Cyber Liability.
The selected vendor shall provide certificates of insurance and required endorsements before work begins.
33. Licenses, Permits, and Compliance
The selected vendor shall be responsible for all licenses, permits, certifications, inspections, and approvals required to perform the work.
All work shall comply with applicable federal, state, and local laws, regulations, codes, and industry standards.
The proposer shall identify all required electrical, low-voltage, alarm, security, locksmith, general contracting, and other licenses applicable to the proposed work.
34. Confidentiality and Facility Security Information
Because the project involves a detention facility, all system layouts, camera locations, intercom locations, door control information, lock cylinder information, keying schedules, network information, access credentials, diagrams, and other security-sensitive information shall be protected.
The selected vendor shall not release photographs, drawings, credentials, system information, facility information, keying information, or project details without written authorization from the County.
35. Public Records
Proposers are advised that materials submitted to Pamlico County are subject to North Carolina public records laws.
Proposers shall clearly identify information they claim to be confidential or proprietary. Marking an entire proposal as confidential is not acceptable.
The County will make final determinations regarding disclosure in accordance with applicable law.
