1. SCOPE OF SERVICES
The Town of Hartford is requesting bid proposals for:
(1.a) Hauling sludge from the Quechee Wastewater Department to the White River Wastewater Plant for
up to two times per month at an average of 24,000/gallons each day of hauling or 48,000 gallons per
month. There may be 3 months out of the year that an additional hauling of 24,000 gallons is necessary.
The total maximum estimated yearly hauling of sludge is estimated as follows: 8 months x 48,000 gallons
+ 3 months x 72,000 gallons = 600,000 gallons per year. The selected contractor shall load the sludge with
their equipment beginning between 6:30 AM and 7:30 AM and deliver it to the sludge holding tank at the
WR Wastewater Plant which accepts deliveries until 2:30 PM.
(1.b) Grease removal at the main Quechee pump station once a month. The pump station is located near
the Quechee Covered Bridge.

2. SCHEDULE OF WORK
The sludge hauling shall be completed from July 1st, 2026, thru June 30th, 2027. The contractor
shall coordinate the hauling of sludge with the Quechee Wastewater Plant operators. The time in
between hauling shall be as uniform as possible.
3. INSURANCE REQUIREMENTS
Workers Compensation: Contractor must maintain and provide proof of workers compensation.
General Liability, Automotive and Property Damage: Minimum $2,000,000 Aggregate, $1,000,000 per
occurrence.
4. PROPOSAL FORMAT and SELECTION:
Proposals are to be submitted in a sealed envelope, clearly marked “Sludge Hauling/ Grease Removal
FY27” with the consultant’s name, address, and phone number. Proposals received after the stated
deadline shall not be accepted. Proposal packages are to be delivered to:

All proposals become the property of the Town of Hartford upon submission. The expense of preparing
and submitting a proposal is the sole responsibility of the Consultant. The Town reserves the right to reject
any or all proposals received, to negotiate with any qualified source, or to cancel in part or in its entirety
this Request For Bids as in the best interest of Town of Hartford. This solicitation in no way obligates the
Town to award a contract. Further, the Town reserves the right to cancel in part or in entirety any contract
awarded through this Request For Bids if in the best interest of Town of Hartford.
5. BASIS OF AWARD:
The Contract shall be awarded to a responsible and responsive bidder as determined by the
Town; review will include the following considerations:
• Ability to perform successfully under the terms of the scope of services
• Prior experience and past record of performance
• Availability of workforce and equipment
• Financial and technical resources
• Compliance with public policy
• Pricing
• Any or other criteria considered relevant by the Town

An addendum, if necessary, will be posted to the Town website by 5:00 PM, Thursday July 16,
2026.
