INTRODUCTION
The City of Antioch is seeking qualified firms to implement a Fish Screen Monitoring Study for its
new Water Intake System located in the San Joaquin-Sacramento Delta. The selected contractor
will conduct specialized entrainment sampling from March through June, utilizing Hidrostal pumps
and 500µm mesh nets to monitor protected fish species like Delta and Longfin Smelt.
This monitoring effort is a critical requirement of the California Department of Fish and Wildlife
(CDFW) Incidental Take Permit project. The work requires precise data collection, laboratory
identification, and statistical reporting to ensure environmental compliance.

SCOPE OF WORK
The City of Antioch is implementing a Fish Screen Monitoring Study for its Water Intake System to
evaluate the effectiveness of new intake screens and determine fish entrainment rates within the
San Joaquin-Sacramento Delta. From March 1, 2026, to June 30, 2026, researchers will use a fish-
friendly Hidrostal pump to sample water from the facility's wet well, filtering it through a 500µm mesh
net to capture eggs, larvae, and juvenile fish. The study specifically targets "Covered Species"
protected under state and federal law including Delta Smelt, Longfin Smelt, and various Chinook
Salmon runs by analyzing how density and presence correlate with environmental variables like
tidal flow and water quality.
1. Project Management and Coordination
Agency Consultation: Coordinate with the California Department of Fish and Wildlife
(CDFW).
Operational Coordination: Coordinate sampling schedules with pump station operations
to ensure vertical turbine pumps are inactive during sampling for safety and effectiveness.
Data Integration: Coordinate with the Interagency Ecological Program (IEP) and provide
monitoring data upon request.
2. Entrainment Monitoring Field Operations
Sampling Period:
o Conduct weekly sampling events from March 1st through June 30th unless an
alternative schedule is agreed to with CDFW.
Sampling Design:
o Perform paired sampling events 18 hours apart to capture opposite tidal cycles (p.
10) unless an alternative schedule is agreed to with CDFW.
o Utilize a portable Hidrostal fish-friendly pump to extract water from the wet well.
Volume Requirements:
o Target a 1% sample of the wet well volume (~256 gallons) per event.
o Adjust sample volume (up to 5% or 10%) if initial detection levels are insufficient.
Filtering:
o Pass all pumped water through a 500µm mesh plankton net to capture eggs, larvae,
and juveniles.

Environmental Data Collection:
o Record tidal flow, time of day (day/night/crepuscular), and water quality parameters
(temperature, turbidity, and pH) from the ANH monitoring station.
3. Laboratory Analysis
Sample Processing:
o Rinse net contents into containers and preserve samples for lab transport.
Identification:
o Sort samples under magnification and identify all fish to the lowest possible taxon.
Quantification:
o Count and measure all captured specimens, focusing on "Covered Species" such as
Delta Smelt, Longfin Smelt, and various Chinook Salmon runs.
4. Data Analysis and Reporting
Statistical Analysis:
o Calculate weekly entrainment estimates based on mean density.
o Use Analysis of Covariance (ANCOVA) to relate fish density to environmental
variables.
Final Report: Prepare and submit a detailed technical report to CDFW including:
o Data collection and analysis methodologies
o Fish composition and density results
o Discussion of study limitations and recommendations for future monitoring
5. Adaptive Management
Review sampling effectiveness and modify design (frequency or timing) as information is
gained or if required by CDFW.

FORMAT OF THE STATEMENT OF QUALIFICATIONS
The submittal is to be prepared in a bound 8 ½” x 11” format limited to approximately 25 pages,
including brochures. Covers, dividers are not included in the page count. In addition, any
information that needs to be returned should not be submitted. The Consultant is requested to
include the following information in the SOQ. It is expected that the SOQs will follow the order listed
below:
Cover Letter introducing the firm and describing why you want to be considered. Provide
location of the office that will be performing the work
Organization Chart for the Project Team
Brief Information for Key Staff including education, directly related experience, description
of their assignment on this project, and résumé
A list of proposed sub-consultants, and a description of their proposed services
Summary of the Company’s Relative Experience and Performance
Summary of Approach for Completing the Work
Detailed Scope of Work of Activities Required
List of contracts/agreements terminated for convenience or default within the past three
years, if any
List any litigation that now affects or may affect in the future consultant firm’s ability to
perform
Confirm your firm’s ability to meet contract & insurance requirements
Anticipated Labor Effort by Task and Classification for Each Activity
Milestone schedule for Project Completion
ADDENDA
All questions regarding this RFQ must be submitted via email to Marcus Woodland at
mwoodland@antiochca.gov by March 25, 2026, at 4:00 P.M. Questions received after this deadline
will not be considered. Responses to all submitted questions will be issued via written addendum
and published to the City website. Any addenda issued for this RFQ must be acknowledged and
included within the proposer’s SOQ. The addenda will not count toward the page limit.
CONSULTANT SELECTION PROCESS
Enclosed is a copy of the City of Antioch’s Consultant Services Agreement. By submitting a
proposal for this work, a firm agrees to comply with all terms and conditions outlined in the
agreement.
It is anticipated that from the proposals submitted, City staff will be able to select the firm best suited
to meet the City’s needs. However, if that is not possible, the City will ask a “short list” of firms to
meet with staff to discuss the project and the firm’s qualifications. The City will negotiate a
professional services contract for the work after staff has determined the best qualified firm.
No compensation will be due any firm for preparation of a written proposal or for meeting with staff
after a “short list” has been determined.
The selected firm will receive a notice to proceed after the City Council has approved their contract.

CRITERIA FOR SELECTION
All proposals will be evaluated based on the criteria below.
Qualifications and experience with similar projects - 30 points
Understanding of the scope and potential challenges - 30 points
Organization of proposal – 5 points
Familiarity with applicable standards and procedures - 20 points
Schedule of work, including labor rates and expected labor hours - 15 points
