DL-10 Dust Suppression
Synopsis:

The product being procured is DL-10 for use as a dust suppressant on approximately 5.5 kilometers of gravel road. The goal is to create an ideal dust control layer that should not only coat dust particles but also remain oily or non-cohesive under traffic compaction. This allows for surface maintenance without complete loss of dust abatement. The product must retain fines and prevent aggregate loss on roadways, thereby reducing maintenance costs. It can be applied in hasher climates with heavy rain falls and low humidity.

The DL-10 will be applied to the designated section of gravel roads a maximum of two (2) times per year. The aim is to address areas where dust disrupts daily activities. The supplier will be responsible for the supply and application of DL-10 to the specified gravel roads.

The contract will have one term, effective from May 1 to Oct 30, 2026, with an option for additional two (2) similar terms in 2027 and 2028.

The City currently uses DL-10 as a dust suppressant on our roads. DL-10 is a type of Dust Palliative - it is an emulsion of asphalt and water. DL-10 is a spray or blade mixed application of an emulsion to a granular surface. DL-10 works by coating and binding the aggregate, increasing its mass, thus preventing it from becoming airborne.

Examination and Site Investigation

Prior to response, all respondent, including prospective subcontractors, are responsible for becoming fully acquainted with the nature of the work and the place of work. No claims will be considered after the submission of response that there was any misunderstanding with respect to the conditions imposed by the solicitation document.

Each response must include complete specifications for the submitted products.
