INTRODUCTION

Purpose

The City of Kyle is seeking a consultant to conduct a comprehensive Quality-of-Life Study for People with Disabilities. The goal of this study is to assess city-managed facilities, programs, and services to identify actionable, cost-effective improvements that enhance the quality of life for individuals with disabilities. The study will focus on accessibility, health and well-being, economic opportunities, education, and social inclusion, with a focus on smaller, achievable initiatives within the city’s direct oversight.

Background

The selected consultant will conduct a thorough evaluation of the City of Kyle’s infrastructure, services, and programs, with particular attention to how they serve people with disabilities. This study will evaluate both physical and digital accessibility, as well as the availability and inclusivity of healthcare, employment, education, and social opportunities. The project will include public feedback through surveys and community outreach to ensure the study aligns with local priorities and identifies practical, cost-effective improvements.

Any proposal received later than the specified time, whether delivered in-person or by mail will be disqualified. The City of Kyle will not be responsible for late delivery from the post office or delivery to any location other than the one specified above. Responders are encouraged to hand deliver their proposals well ahead of opening time or follow up to confirm their proposals were received before the deadline. The City further reserves its right to reject all proposals for any reason or any proposal that does not contain all the information requested in this RFP.

The deadline for questions is Wednesday, January 22 at 5:00 p.m. Please reference the RFP name in the subject line and provide the applicable page number with each question. SCOPE OF WORK

This RFP will be awarding a contract for consulting services for a Quality of Life Study.

The City will evaluate and rank the contractors based on the following selection criteria:

25 Points - Experience and Qualifications

20 Points - Proposed Methodology

20 Points - Project Understanding and Innovation

20 Points - Price

15 Points - Public Engagement Strategy

SELECTION PROCESS

Following the City Council’s approval of the staff recommendation, and in accordance with Texas Government Code 2254 for Professional Services, staff will attempt to negotiate a scope of work and fee structure at a fair and reasonable price with the most qualified responder. If a satisfactory agreement cannot be negotiated with the most qualified responder for design services, the City shall formally end negotiations with the most qualified responder, select the next most qualified responder and attempt to negotiate an agreement with that company at a fair and reasonable price.
