The Town of Reading invites Prequalified General Contractors and Filed Sub Bid Contractors to submit electronic bids for the new J.W. Killam Elementary School (aka Killam Elementary School) at 333 Charles Street, Reading, MA 01867. All bids will be received through

This Invitation for Bids is being issued as a rebid of Bid No. KS-26-07 for the J.W. Killam Elementary School project. The prior bid was not awarded and was cancelled in order to address procurement compliance matters and ensure full adherence to applicable statutory requirements. This rebid provides an updated solicitation consistent with those requirements.

The scope of work includes including new building construction and associated site development work, demolition of existing building structure, as well as roadway, sidewalk, driveway, and traffic improvements.

All Contractor questions are due............... May 28, at 3:00 pm.
Addendum will be issued on....................... June 1, available after 12:00 pm.
Filed sub-bids are due................................. June 4, at 3:00 pm.
Bids are due.................................................. June 11, at 3:00 pm.
Bid Security in the form of a bid bond, cash, certified check, treasurer's or cashier's check payable to the Owner, is required in the amount of five percent of the bid.
Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract.
This project includes prequalification requirements for general contractors and all filed -sub-bid contractors except elevators. Elevators as a filed sub-bid section, are open to any DCAMM qualified Elevator contractor. Please review the documents.
The participation goals to annual spending by those affected public awarding authorities on them building construction and design project awards are as follows: MBE Participation: 7.1% WBE Participation: 8.9% VBE/SDVOBE Participation: 3.0%
The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 149.
The Town of Reading reserves the right to reject any and all bids, or to award or not to award the contract for any reason the Town Manager determines to be in the Town's and/or the public's best interest.
