2026 Face Painting Vendor For City of Covington Sponsored

Community Events

RFP #2026-02

Objective

The City of Covington, Georgia, is seeking proposals from qualified face painting vendors to provide

services at various community events throughout the year under a three-year contract (2026-2029). The

selected vendor will enhance the event experience for attendees, particularly children and families,

through creative and professional face painting services.

Scope of Work

The selected vendor will be responsible for:

• Providing high-quality face painting services at designated city-sponsored events.

• Offering a variety of face painting designs suitable for children and adults.

• Supplying all necessary materials, including paints, brushes, and seating arrangements.

• Using only FDA-compliant, hypoallergenic, and skin-safe paints.

• Ensuring a professional and friendly customer service experience.

• Adhering to scheduled event times and setup/cleanup requirements.

• Providing proof of insurance and necessary business permits.

Submission Requirements

Interested vendors must submit a proposal that includes:

1. Company Information: Business name, address, phone number, email, and primary contact person.

2. Experience & Qualifications: A summary of previous face painting experience, particularly at

community events.

3. Portfolio: Photographic examples of past work.

4. References: At least two client references with contact information.

5. Pricing Structure: Detailed pricing for services to include a $5 option and any applicable package

deals.

6. Availability: Confirmation of availability for the event schedule.

7. Comprehensive general liability insurance covering bodily injuries with limits of no less

than $1,000,000 per occurrence

City’s Reservation Rights

The City reserves the right to take any course of action the City deems appropriate at the City's

sole and absolute discretion, which may include:

1. Waiving any defects or informalities in any proposal or proposing procedure.

2. Accepting or rejecting any or all proposals or any part of any or all proposals.

3. Awarding a contract by individual line items, by group, all or none, or any other combination

most advantageous to the City.

4. Canceling the RFP in part or its entirety.

5. Reissuing the RFP with or without modification.

6. Negotiating with any qualified entity.

7. Extending the deadline for proposals; or

Proposals are due by Tuesday, January 27, 2026 by 10:00 a.m. Submissions may be dropped off

at Covington City Hall at 2194 Emory Street NW Covington, GA 30014 or mailed (USPS) to

P.O. Box 1527, Covington, GA, 30015
